Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that the situation of monopoly, price inflation, wave creation, land speculation, and pushing up land prices has caused buying and selling to take place almost exclusively among speculators, making it difficult for people and businesses to access.
On the morning of October 21, the National Assembly listened to Chairman of the National Assembly's Economic Committee Vu Hong Thanh present a report on the verification of the results of the implementation of the socio-economic development plan for 2024 and the planned plan for 2025.
Mr. Vu Hong Thanh said that in 2024, the world and regional situation will continue to develop rapidly, strongly, complicatedly and unfavorably. Overcoming difficulties and challenges, our country's socio-economy will continue to recover and develop, achieving many important and comprehensive results.
Economic growth recovered positively, estimated at about 6.8-7% for the whole year, exceeding the target set by the National Assembly (6-6.5%), and was positively assessed by international organizations for growth prospects.
The macro economy is basically stable, inflation is controlled under the condition of high minimum wage increase; major balances of the economy are ensured; public debt, government debt, and budget deficit are controlled, much lower than the targets approved by the Central Government and the National Assembly.
The financial and monetary markets are basically stable; the average lending interest rate for new transactions of commercial banks continues to decrease.
Import-export and foreign direct investment achieved high growth, which is a bright spot of the economy in 2024.
Traffic infrastructure and power infrastructure have made new breakthroughs. Of which, an additional 109km of highway has been completed and put into operation, bringing the total length of highways nationwide to more than 2,021km; the 500kV circuit 3 Quang Trach - Pho Noi project was inaugurated after more than 6 months of construction...
Besides, there are still some difficulties and challenges.
Macroeconomic stability still has potential risks, and achieving higher-than-expected growth has not fully reflected potential difficulties in the economy such as dependence on exports and public investment.
The financial and monetary markets still face challenges, with high levels of bad debt, slow handling of weak banks, and low credit growth in the first months of the year. Liquidity in the corporate bond market has improved significantly, but still faces many challenges.
The real estate market has shown signs of recovery but is still facing difficulties. The imbalanced product structure in the market has pushed up the prices of apartments in the primary and secondary segments, making it difficult for those with real housing needs to access them.
Mr. Vu Hong Thanh mentioned the recurring situation of “abandoning deposits” after winning the auction for land use rights, negatively affecting the price level and the housing market. The situation of monopolization, price inflation, creating waves, land speculation, pushing up land prices makes buying and selling almost exclusively take place among speculators while people and businesses have difficulty accessing land because land prices are high, beyond their ability to pay.
Some regulations, administrative procedures in some agencies, units, localities, and business conditions are still cumbersome and have not been thoroughly reduced, causing difficulties for businesses and people. The settlement of value-added tax refund dossiers for businesses and personal income tax refunds for people is still slow.
Regarding the proposed Socio-Economic Development Plan for 2025, the Chairman of the Economic Committee noted the need to strongly innovate the work of building, perfecting and enforcing laws. Law making must originate from practice, with people and businesses as the center and subject.
The Chairman of the Economic Committee also noted the need to regularly evaluate the effectiveness and quality of policies after they are issued in order to promptly adjust inadequacies and conflicts, and minimize loss and waste of resources. Along with that, it is necessary to review and supplement regulations on management mechanisms and economic and technical norms that are no longer suitable to the country's development practices.
In addition, it is necessary to promote decentralization and delegation of power associated with resource allocation, with the motto "locality decides, locality does, locality is responsible, locality benefits".
