Provincial armed forces: Compete to successfully carry out military tasks

Complete all tasks comprehensively.

Adhering closely to practical realities and assigned tasks, this year the emulation movement for decisive victory is being implemented by the provincial armed forces with the theme "Unity, Exemplary Conduct, Discipline, Creativity, and Decisive Victory". Throughout the implementation process, the provincial armed forces have linked it with promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style; patriotic emulation movements and campaigns; and strengthening the building and rectification of the Party and the political system, combating individualism.

The Provincial Military Command stated that, thanks to proactive implementation of tasks in the military and national defense fields, the provincial armed forces have consistently received high praise from the Military Region. Notably, they have done a good job advising local Party committees and authorities, consistently monitoring, forecasting, and accurately assessing the situation, coordinating the handling of emerging situations to avoid being caught off guard. They have effectively mobilized resources to build a national defense system, a national defense posture linked to the people's security posture, and a solid defense zone; they have successfully organized exercises, especially district-level defense zone exercises, ensuring absolute safety. At the same time, they have implemented the "Construction of a Permanent Militia Naval Squadron" project in Binh Thuan on schedule. They have also strictly implemented the planning of the national defense system, military zones, and ammunition depots. The planning, management, and use of national defense land during the period 2021-2030, with a vision to 2050, will also be strictly in accordance with regulations.

It is known that in 2023, the Provincial Military Command also led, directed, and successfully implemented training with 100% achieving the required standards, including 75% achieving good or excellent results. In addition, it advised the Provincial People's Committee and the Provincial Military Service Council to direct and implement the successful completion of the 2023 military recruitment quota, achieving 100% of the target at all three levels, in accordance with the law; sending 1.92% of official Party members to enlist (exceeding the target by 0.92%, an increase of 0.8% compared to 2022); and exceeding the assigned target for admitting new Party members. Over the past year, the provincial armed forces built 19 houses for comrades, houses of gratitude, houses of gratitude between the military and civilians, and 19 houses built with a total cost of over 1.9 billion VND. Coordinated the construction of two cultural and sports facilities in religious establishments and cultural centers in ethnic minority areas, costing over 4 billion VND. Continued to effectively implement the models "Provincial Armed Forces Strengthening Solidarity with Ethnic Groups and Religions"; "Joining Hands to Nurture Young Seedlings"; "Learning from Other Party Branches"; and "Dialogue between Units, Soldiers, and Families" via smartphones and computers using the Zalo application... This fostered close relationships and left positive impressions and feelings among the people.

With these collective achievements, 145 collectives and 189 individuals were commended by various levels for their outstanding performance in implementing emulation movements and assigned tasks. In particular, 12 comrades were awarded the Order of National Defense, 25 comrades were awarded the Medal of the Victorious Military Banner, and 206 comrades were awarded the Medal of Glorious Soldier. In addition, the Military Commands of districts, towns, and cities also commended 44 collectives and 64 individuals of the Self-Defense Militia for their performance in carrying out assigned tasks.

Building strong provincial armed forces.

Currently, given the complex developments in the world and the region, and the increasingly demanding requirements of military and national defense tasks, the Provincial Military Command has determined that it is necessary to improve the quality of local military and national defense work, focusing on building strong provincial armed forces from the grassroots level. Next year, the "Determined to Win" emulation movement will be comprehensively and synchronously implemented, striving to achieve and surpass the set targets. The province will continue to effectively organize the study, understanding, and implementation of the Party's Resolution and the thematic program "Studying and following the thoughts, ethics, and style of Ho Chi Minh." It will also strengthen propaganda, information dissemination, and ideological guidance on complex and sensitive issues; build clean and strong Party committees and organizations at all levels, and comprehensively strong "exemplary and outstanding" agencies and units; and improve the overall quality and combat strength of the provincial armed forces.

The Party Committee and the Provincial Military Command are focusing on concretizing the directives of Comrade Duong Van An – Secretary of the Provincial Party Committee and Secretary of the Provincial Military Party Committee – regarding military and national defense tasks. The requirements include advising the Provincial Party Committee and the Provincial People's Committee on leading and directing the serious and effective implementation of Central Committee resolutions on the Strategy for National Defense in the new situation and the Strategy for National Defense in cyberspace. They also aim to ensure adequate human resources and weapons to successfully organize the provincial defense zone in conjunction with the Military Region's defense posture; strengthen combat readiness; and build a solid provincial defense zone, preventing surprises and passivity in all situations.

At the same time, proactively grasp, assess, and accurately predict the situation; advise on timely and effective solutions to prevent the formation of hotspots in the area; effectively combat and refute distorted and fabricated information from hostile forces, opportunistic and disgruntled elements on the internet. Focus resources on building Phu Quy Island into a solid defense area, building a strong and comprehensive island district to serve as a logistical base for the Truong Sa archipelago and the DK1 platform. Build the provincial armed forces with firm political resolve, absolute loyalty to the Party, the Fatherland, and the People; build a strong, widespread, and high-quality militia and self-defense force; build a reserve force that ensures sufficient quantity and quality to meet mission requirements. Continue to improve the quality and ensure the living standards of officers and soldiers; pay attention to the material and spiritual well-being of policy beneficiary families. Strengthen inspection and supervision of military and national defense tasks; They are truly exemplary and pioneers in implementing the "7 Dares" in the Army: "Dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate and create, dare to confront difficulties and challenges, and dare to act for the common good."
