Amended Law on Cultural Heritage creates breakthrough with conservation fund

(CLO) With 413/422 votes in favor, the National Assembly passed the amended Law on Cultural Heritage, which officially took effect from July 1, 2025. This is an important turning point, laying a new foundation for the protection and promotion of cultural heritage values, especially through two highlights: establishing a heritage conservation fund and implementing specialized inspections.

Cultural Heritage Conservation Fund: An extension of the community

The establishment of a fund for the preservation of cultural heritage has received great consensus in parliament.

According to Chairman of the Committee for Culture and Education Nguyen Dac Vinh, the fund will be an important tool to help mobilize social resources to support specific activities in heritage conservation that the state budget cannot yet meet.

The Fund will focus on essential tasks such as: Protecting intangible heritage at risk of being lost; Preserving, restoring and promoting the value of historical and cultural relics; Buying back relics, antiques, national treasures or valuable documents from abroad.

The fund's financial resources come from contributions, sponsorships, and legal aid from domestic and foreign organizations and individuals.

Notably, the state budget is not used directly to support the fund's activities, ensuring the fund operates independently and effectively.

To suit each locality, the Chairman of the Provincial People's Committee will decide on the establishment of a conservation fund based on the actual situation. The National Assembly Standing Committee affirmed that this is a necessary mechanism to create conditions for cultural heritage to be preserved and promoted in accordance with its inherent value.

Specialized Inspector: “Shield” to protect heritage

Another important highlight in the revised law is the establishment of a specialized cultural heritage inspectorate.

According to Mr. Nguyen Dac Vinh, the field of cultural heritage is very complex and diverse, requiring a team of inspectors with deep expertise and solid skills to promptly detect and prevent violations, while effectively protecting heritage.

The specialized inspection agency will be located at the central state management agency for cultural heritage, undertaking tasks such as: receiving citizens, resolving complaints and denunciations, preventing corruption and negativity in the heritage sector. The Government will issue detailed regulations to ensure that this mechanism is implemented synchronously and effectively.

The passage of the revised Law on Cultural Heritage not only demonstrates the strong commitment of the National Assembly and the Government to protecting cultural heritage but also opens up breakthrough solutions to connect resources from the community and improve management efficiency.

The new law is expected to create a strong driving force, not only helping cultural heritage to "revive" but also contributing to the development of culture and tourism, making heritage a source of pride and a sustainable development resource for the country.
