After half a term of implementing the resolutions of the Party Congresses at all levels, Kim Bang district has effectively carried out the rotation of cadres between localities, especially the positions of Party Committee Secretaries and Chairmen of People's Committees of communes and towns. The socio-economic situation, Party building work, and the political system have all had positive changes; the working style and manner of leaders, cadres and civil servants have had many innovations in the direction of science, closeness to the people, and closeness to the people. Many difficult and complicated problems existing in the locality have been effectively handled and resolved, contributing to overcoming limitations in cadre work, promoting creativity, proactiveness, and responsibility of the cadre team, preventing negativity, helping cadres to mature firmly, and successfully completing assigned political tasks.
The work of rotating civil servants to arrange, train, foster, and test cadres, especially young and female cadres, to create a source for the work of planning and using cadres plays a very important role. Therefore, since the beginning of the term, Kim Bang has rotated 6 comrades from the district to work in the commune (4 party secretaries, 2 chairmen of the People's Committee). 18 comrades were transferred between departments and offices of the district; 3 comrades were transferred from the commune to work in the district (1 permanent deputy secretary of the party committee, 1 chairman of the People's Committee, 1 vice chairman); 2 comrades were transferred back to work in the district after the end of the rotation period; 1 comrade was transferred to the commune to introduce and elect to hold the position of vice chairman of the People's Committee; 8 comrades were transferred between communes (including 3 chairmen, 5 secretaries); mobilizing and arranging 23 civil servants from one commune to another in the fields of finance and budget, natural resources - environment, labor, war invalids and social affairs, justice, and military. Up to now, 8/18 party secretaries and 4/18 chairmen of commune and town People's Committees have been arranged to be non-locals; 1/18 party secretaries are also chairmen of commune People's Committees. Through practice, it has been shown that the arrangement and rotation of cadres, especially the heads of Party committees and authorities who are not local people, helps communes and towns in Kim Bang develop more comprehensively in all aspects of life, promoting socio-economic development. In particular, leaders who are rotated to work in their localities have strived, made efforts, and completed their assigned tasks well.
Le Ho Commune is one of the localities whose Party Secretary is not a local. During the past term, Le Ho's socio-economic development has made many remarkable strides, people's lives have gradually improved (average income per capita increased by 5.5 million VND compared to the beginning of the term), political security, social order and safety have been maintained. These results are due to the advice, direction and exemplary role of the head of Le Ho Party Committee. Comrade Dinh Hong Kien has been the Party Secretary of Tan Son Commune for many years. In December 2021, he was transferred by the Standing Committee of Kim Bang District Party Committee to become the Party Secretary of Le Ho Commune. Being attached to his hometown of Tan Son for many years has also brought many advantages, because he clearly understands the customs, habits and activities of the people, but in the process of solving work, there are still "difficulties" due to family and neighborhood relationships. When assigned to be the Secretary of the Le Ho Commune Party Committee, at first, Comrade Kien was still confused because of the new area, the new staff, and he himself did not understand the thoughts and feelings of the Party members and the people. Determining that the leader was responsible for difficult tasks, every week Comrade Kien spent time going to the grassroots, grasping the area, meeting with cadres, understanding their thoughts and aspirations; advising on organizing dialogues with the people to listen to their aspirations, difficulties and problems. All work was public, transparent, discussed and agreed upon within the Party Committee for implementation. The Secretary of the Le Ho Commune Party Committee was bold in directing the effective resolution of many difficult and complicated issues in the locality.

Comrade Dinh Hong Kien said: “From the practice of being mobilized and rotated to work areas, it shows that the policy of arranging Party Committee Secretaries who are not local people is very meaningful in training cadres, helping to improve their mettle and problem-solving skills so that commune leaders can fulfill their tasks well. When I moved to a new work area, it helped me to further hone my professional knowledge and communication skills with Party Committee members and people. In particular, it helped me accumulate more practical knowledge in all aspects of work and life to improve myself, adapt to all working conditions and circumstances, and successfully complete the tasks assigned by the Party Committee.”
Taking advantage of the support, proactively listening to and accepting the opinions of the Party members and local people, the cadres who were mobilized and transferred to work in the locality have gathered the strength of the standing committee, the standing committee, and the Party Executive Committee, thereby advising and proposing policies and plans for leadership and implementation to ensure that they are suitable to reality and promote the strengths of the locality. Transferred from the position of Chairman of the People's Committee of Ngoc Son commune to the position of Chairman of the People's Committee of Que town, at first, comrade Nguyen Trung Truc could not help but wonder and worry about how to effectively implement policies and guidelines in the central area of the district. However, working in the new locality has helped him further promote his advisory capacity and effectively implement the requirements and tasks set out. With the contribution of the Chairman of the People's Committee of the town, in the past half term, most of the town's socio-economic targets have been achieved and exceeded the plan. Specialized resolutions on arranging and renovating people's cemeteries, moving small graves to centralized cemeteries; building towns into wards before 2025; land management, construction order, and traffic safety corridors have all been effectively implemented.
Comrade Nguyen Trung Truc said: “When I received the assignment to Que town, which is not where I live, I initially encountered many difficulties and challenges, especially the customs and practices of each region. In the new area, the staff also had different thinking, personality and circumstances that I did not know. However, with the mindset of always learning, taking understanding and solidarity as the core issues, I myself received the trust of the Party Committee, Party members and people. With the accumulated experience, I quickly grasped the area, met with cadres, Party members, civil servants, Party cells, organizations, unions, etc. to learn and discuss to find the most suitable way to solve the work. On the other hand, I always took the initiative to directly dialogue, listen and resolve the opinions and recommendations of organizations, unions and people, creating trust among Party members and local people.
In reality, the cadres who were mobilized and rotated to hold positions, especially Party Committee Secretaries and People's Committee Chairmen of communes and towns in Kim Bang district, have promoted their roles and effectively resolved existing problems in the locality. Moreover, most of the rotated cadres have qualifications, capacity, leadership experience, and have been trained, fostered, and trained from the grassroots level, so they have left a strong mark in their work areas, creating solidarity in the collective Party Committees and local authorities, contributing significantly to the breakthrough of communes and towns. Most localities with mobilized and rotated cadres have completed and excellently completed the annual targets and resolutions, helping Kim Bang move towards the goal of becoming a town before 2025. These results show that this is a correct policy that contributes to consolidating and improving the operations of the entire political system; training and fostering cadres at the grassroots level to mature faster, accumulating more experience; Maintain stability, promote economic development in the area, especially firmly consolidate people's trust in the leadership of local Party committees and authorities.
