The number of entries submitted to this year's competition remains the highest in recent years. The 73 members of the Preliminary Judging Panel, divided into 11 subcommittees, worked with professionalism and a high sense of responsibility, adhering strictly to the Regulations, Guidelines, and Judging Rules. According to Comrade Le Quoc Minh: The entries submitted to the Award closely followed major themes from politics , economics, culture, society, security, national defense, and various aspects of life in 2023. The press promptly and vividly reflected major events and important issues of the country, with prominent topics such as efforts to implement the 2023 socio-economic development plan and the 2020-2030 socio-economic development strategy.

The council members will carefully and impartially discuss and select the outstanding works.

The tasks include building and rectifying the Party; inspecting, supervising, and controlling power in conjunction with the fight against corruption and negative phenomena; combating erroneous and hostile viewpoints; and upholding the spirit of national unity. Topics also include history and commemorating important events of the country.

Many media outlets have innovated, embracing modern journalistic technologies, developing multi-platform, multimedia journalism, and creative journalistic formats to increase appeal and accessibility to the public; accelerating the digital transformation in the field of journalism and media. As a result, in addition to central media agencies, some local newspapers and broadcasting stations have also changed their approach to selecting topics and implementing them in a new, modern way, which has been highly appreciated by the Preliminary Judging Panel in terms of both quality and presentation.

Ensuring objectivity, impartiality, and discernment in selecting the best works.

Comrade Le Quoc Minh emphasized: "This is both an honor and a heavy responsibility for the Final Judging Council. We must ensure objectivity, impartiality, and discernment in selecting the best works among those shortlisted, representative in both content and form. These works must address truly important issues of the country, ensuring political-ideological integrity, orientation, honesty, and a strong and positive social impact, worthy of receiving the 18th National Journalism Award – 2023, coinciding with the 99th anniversary of Vietnam's Revolutionary Journalism Day on June 21st, and looking forward to the 100th anniversary of Vietnam's Revolutionary Journalism in 2025."
