Selecting investors for waste treatment plant project using incineration and power generation technology

The project of a plant to treat domestic waste using incineration and electricity generation technology in the centralized waste treatment area in Toc Tien commune, Phu My city has just been announced for bidding.

The project has a total investment capital of 2,500 billion VND, selecting investors through open bidding, closing on May 5, 2025.

According to the bidding information, the plant has a capacity to process 1,000 tons of domestic waste per day and night, including 2 incinerators, 2 exhaust gas and dust treatment systems and a power generation turbine, with a power generation capacity of about 20MW. Domestic waste is transported to serve the project's treatment activities with a required collection area limited to Ba Ria-Vung Tau province.

According to the requirements of the Provincial People's Committee, the technology used in the project must be advanced and modern; the project's technological lines and equipment must have technical specifications that meet the requirements for treating domestic waste, even in conditions where domestic waste has not been classified at source.

The main technological equipment must be of origin from developed countries in the G7 group or transferred technology from G7 countries. Emissions, dust, wastewater, solid waste, odors, noise, and vibrations generated during operation must meet national technical regulations or national standards of Vietnam and provincial regulations, not allowing odors to spread or leak into the environment. Wastewater after treatment must be prioritized for circulation and reuse within the factory, limiting discharge into the environment.

The project completes basic construction and puts the project into operation within no more than 18 months from the time the investor is granted a project construction permit by the competent authority.

The land area used to implement the project is 50,438.7 m2 of clean land assigned to the Provincial Land Fund Development Center for management. Within the project land area, the project investor is not allowed to invest in landfilling of slag, bottom ash, and fly ash, but must be responsible for management, reuse, recycling, and treatment.
