Project start at the end of 2027, basically completed in 2035
Can you share your feelings when the National Assembly approved the project investment policy?
This is a special moment for those involved in the project because after careful preparation, the project has been approved by the National Assembly in principle for investment. During the discussion at the National Assembly session, the Ministry of Transport received comments and feedback and reported to the Government to revise the resolution to submit to the National Assembly.

Could you tell us the basic information about the project that the National Assembly has approved for investment?
The project has a total route length of about 1,541km; starting point at Ngoc Hoi station (Hanoi), ending point at Thu Thiem station (HCMC), passing through 20 provinces and centrally-run cities.
The project invests in a new double-track line of 1,435mm gauge, designed speed of 350km/h, load capacity of 22.5 tons/axle; 23 passenger stations, 5 freight stations; vehicles, equipment; high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and can transport goods when necessary.
In terms of technology, apply rail technology, electrification; ensure modernity, synchronization, safety and efficiency.
The preliminary total investment of the Project is 1,713,548 billion VND; using public investment capital, State budget capital allocated in medium-term public investment plans and other legal capital sources.
What year is the project expected to start and complete, sir?
The National Assembly Resolution has agreed on a number of implementation progress milestones as follows: Prepare a feasibility study report from 2025; start construction at the end of 2027 and strive to basically complete the project by 2035.
Site clearance coincides with the feasibility report preparation step.
To ensure the progress approved by the National Assembly, what tasks will the Ministry of Transport have to immediately implement, sir?
The Resolution of the National Assembly clearly stated that the Project applies 19 specific and special mechanisms and policies to effectively implement investment.
To concretize these policies, the Government will meet and issue a Government Resolution to implement the National Assembly Resolution. The ministries and branches will be assigned specific tasks by the Government according to their functions and duties such as: The Ministry of Education and Training may be assigned to preside over training and human resource development; the Ministry of Science and Technology will preside over technology transfer and industrial development; the Ministry of Agriculture and Rural Development will preside over site clearance and site clearance mechanisms, etc. The task is to concretize instructions for implementing specific policies approved by the National Assembly.
After that, the Government will issue a guiding Decree, which is a legal document serving as the legal basis for implementation.
The Ministry of Transport will promptly carry out the tasks assigned by the Government and closely coordinate with ministries and branches to advise the Government on the content of this legal document.
For the next steps of project implementation, the Ministry of Transport will have to immediately start the work of organizing the selection of project management consultants and consultants to prepare the Feasibility Study Report (F/s).
At the same time, work with localities to specify details on route direction, stations and land clearance scope to implement land clearance in parallel with the F/s establishment step so that construction can start at the end of 2027.
The Ministry of Transport will direct its agencies to coordinate with relevant ministries and branches to develop and promulgate a system of standards, regulations, norms, and unit prices as a basis for project implementation in the coming time.
The Ministry of Transport will also complete the project on human resource development in the railway sector; build a project on developing the railway industry and supporting industries, and many other important tasks.
