Can you share your feelings about the National Assembly approving the investment plan for the project?
This is a special moment for those involved in the project because, after thorough preparation, the investment plan has been approved by the National Assembly. During the discussions at the National Assembly session, the Ministry of Transport received feedback and incorporated it, reporting to the Government to revise the resolution before submitting it to the National Assembly.

Do you have any basic information about the project that has received approval from the National Assembly for investment?
The project has a total length of approximately 1,541km; starting at Ngoc Hoi station ( Hanoi ), ending at Thu Thiem station (Ho Chi Minh City), passing through the territory of 20 provinces and centrally-governed cities.
The new investment project includes a full double-track railway with a 1,435mm gauge, a design speed of 350km/h, and a load capacity of 22.5 tons per axle; 23 passenger stations, 5 freight stations; vehicles and equipment; and a high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and capable of transporting goods when necessary.
In terms of technology, the application of rail-based, electrified railway technology ensures modernity, uniformity, safety, and efficiency.
The preliminary total investment for the Project is VND 1,713,548 billion; using public investment capital, state budget funds allocated in medium-term public investment plans, and other legal sources of capital.
What are the target years for the project to start and be completed, sir?
The National Assembly resolution has agreed on the following timelines for implementation: preparing a feasibility study report from 2025; commencing construction at the end of 2027; and striving for basic project completion by 2035.
Land clearance coincides with the feasibility study phase.
To ensure the progress approved by the National Assembly is met, what immediate tasks will the Ministry of Transport have to implement, sir?
The National Assembly Resolution clearly stated that the Project would apply 19 specific and special mechanisms and policies to ensure effective investment implementation.
To concretize these policies, the Government will convene and issue a Government Resolution to implement the National Assembly Resolution. The Government will assign specific tasks to ministries and agencies according to their functions and responsibilities, such as: the Ministry of Education and Training may be assigned to lead in training and human resource development; the Ministry of Science and Technology to lead in technology transfer and industrial development; the Ministry of Agriculture and Rural Development to lead in land clearance and land clearance mechanisms, etc. The task is to concretize the guidelines for implementing the specific policies approved by the National Assembly.
Subsequently, the Government will issue a guiding decree, which is a legal document serving as the legal basis for implementation.
The Ministry of Transport will promptly implement the task assigned by the Government and closely coordinate with other ministries and agencies to advise the Government on the content of this legal document.
For the next steps in project implementation, the Ministry of Transport will have to immediately begin the work of organizing the selection of project management consultants and consultants to prepare the Feasibility Study (F/S) report.
Simultaneously, we will work with local authorities to finalize details regarding the route, stations, and land acquisition scope, so that land acquisition can be carried out concurrently with the feasibility study (F/S) preparation, enabling construction to begin by the end of 2027.
The Ministry of Transport will direct its affiliated agencies to coordinate with relevant ministries and sectors to develop and issue a system of standards, regulations, norms, and unit prices to serve as a basis for implementing the project in the future.
The Ministry of Transport will also finalize the human resource development plan for the railway sector; develop a plan for the development of the railway industry and supporting industries; and carry out many other important tasks.

What tasks will the Railway Project Management Board immediately implement, sir?
We clearly understand that implementing the project will present many challenges, involve a large volume of work, and entail very demanding tasks.
As the specialized Project Management Board, it must immediately begin to reorganize its structure and train human resources, especially project management personnel, to ensure sufficient capacity for managing investment and construction projects. Accordingly, it is necessary to restructure and streamline the Board's departments to ensure they align with the model, recruit additional personnel, and organize training programs.
The North-South high-speed railway project, eagerly awaited by the people and voters nationwide, has now been approved by the National Assembly for investment.
The transport and railway sector, in particular, is determined to implement the project according to the schedule set by the National Assembly's Resolution and hopes to always receive close attention and guidance from competent authorities at all levels, as well as close coordination from ministries, sectors, and localities to successfully implement the project.
