On the afternoon of September 23, a representative of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development) said that floods on the Buoi River, Ma River, and Chu River are rising. The water level at 1 p.m. the same day on the Buoi River at Kim Tan was 11.73m (0.27m below alert level 3), the Ma River at Cam Thuy was 20.16m (0.04m below alert level 3), and at Ly Nhan it was 11.01m (0.01m above alert level 2). The Chu River at Bai Thuong was 17.96m (0.04m below alert level 3).

To ensure the safety of the dike system, the Ministry of Agriculture and Rural Development requested the People's Committee of Thanh Hoa province to direct local authorities at all levels and functional agencies to deploy patrols, guards, and ensure dike safety.

Specifically, inspect, review and implement plans to protect key dyke points, dyke projects that have had incidents but have not been handled or repaired, and projects under construction. Prepare forces, materials, vehicles, machinery and equipment to protect the dykes, promptly handle incidents from the first hour, and ensure the safety of the dykes.

At the same time, organize forces and seriously carry out patrols and guarding to protect dikes in accordance with regulations on guidance on patrolling and guarding to protect dikes during flood season.

Closely monitor the development of flood water levels on river banks and the situation of the dike system, promptly report dike incidents to the Ministry of Agriculture and Rural Development (through the Department of Dike Management and Disaster Prevention and Control) for coordination and direction.
