Over the past three days from November 22 to 24, Quang Ngai province has suffered heavy rains with rainfall measured in many places exceeding 600 mm. Heavy rains have caused water levels in rivers to rise, directly threatening many residential areas.
In Pho Minh ward (Duc Pho town, Quang Ngai province), heavy rain caused water from upstream to flood into 70 houses in residential group 1. Faced with that situation, the authorities promptly evacuated 4 households with 7 people to a safe place.

Mr. Le Duy Bao - Chairman of the People's Committee of Pho Minh Ward (Duc Pho Town) said that the flood water of Tra Cau River rose to its peak on the night of November 23, causing 70 houses in residential group 1, Pho Minh Ward to be flooded from 30-60cm. In particular, some households located along the Tra Cau River had flood water rising, causing many houses to be flooded more than 1m deep.
On the night of November 23, the authorities of Pho Minh Ward used rescue boats to help evacuate 4 households with 7 people whose houses were deeply flooded to a safe place. By the morning of November 24, 30 households in residential group 1 were still flooded from 30-50cm.
Ms. Phan Thi Chin (resident of residential group 1, Pho Minh ward) said that her entire house was flooded. “I had to raise my belongings as high as possible, but the water rose so fast that I couldn’t react in time, it was already half way up the house. There was nothing left, there was no time to move, people had to carry me out. This flood was worse than the 2013 flood,” she said.
In addition, rising floodwaters have caused some concrete roads in residential group 1 Pho Minh to be flooded, the embankment of Tra Cau river to be eroded and damaged with a length of about 15 meters; many sections of Tra Cau river bank were eroded by floodwaters.

Speaking to reporters, Mr. Tran Ngoc Sang - Vice Chairman of Duc Pho Town People's Committee said that this morning, heavy rain continued to occur, the flood water of Tra Cau River continued to rise, posing a risk of flooding low-lying areas of Duc Pho Town.
“In this situation, the government has asked localities to closely monitor forecasts and warnings of heavy rain, floods, and landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage. Prepare materials, equipment, and logistics according to the “4 on-site” principle to promptly organize response, support, and evacuate people from flooded areas,” said Mr. Sang.

According to Mr. Sang, the locality will continue to organize forces to be ready to control and guide traffic, and put up warning signs, especially at culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
According to the Steering Committee for Disaster Prevention and Control of Quang Ngai province, the amount of rainfall measured (from November 22-24) at Ba Dien stations: 664mm, Ba Giang: 458mm, Ba Lien: 471mm, Hanh Tin Tay: 356mm, Pho Phong: 419mm, Duc Phong: 270mm, Hanh Dung: 271mm, Son Nham: 298mm.

In addition to the Tra Cau River, where flood water is rising, the flood water level on the Ve River at the Song Ve station in Tu Nghia district is also rising to 4.14m, above alert level 2 and will reach above alert level 3 early in the afternoon of November 24.
