To prepare for this year's enrollment, the Hanoi Department of Education and Training sent an official dispatch to the Ministry of Education and Training reporting on the enrollment of non-specialized classes in specialized schools, specifically the enrollment of grade 6 of the junior high school block in Hanoi - Amsterdam High School for the Gifted from the 2024-2025 school year.
Regarding this issue, the Ministry of Education and Training has issued a written response, stating: "Based on Clause 1, Article 62 of the Law on Education 43/2019/QH14 dated June 14, 2019, specialized schools are established at the high school level, so there are no specialized schools at the middle school level".
In addition, the above reply cited the provisions of Circular 05 issued on March 28, 2023 by the Ministry of Education and Training on the Regulations on organization and operation of specialized high schools, only organizing specialized classes in specialized high schools; non-specialized classes that have been enrolled and organized in specialized high schools continue to be implemented until the end of grade 12.
At the same time, enrollment in non-specialized classes of specialized high schools according to the old regulations will only be carried out until the end of the 2023-2024 school year. Therefore, the Ministry of Education and Training requests the Hanoi Department of Education and Training to direct enrollment in specialized high schools in accordance with regulations.
The Ministry of Education and Training's response suggests that Hanoi may have to stop enrolling students in the secondary school system at Hanoi - Amsterdam High School for the Gifted. The leader of the Hanoi Department of Education and Training said that they will work with professional agencies to research and propose a special mechanism to continue enrolling students.

It is known that, up to this point, the Ministry of Education and Training has only received a document requesting opinions from the Hanoi Department of Education and Training on enrollment in non-specialized classes at Hanoi - Amsterdam High School for the Gifted. Tran Dai Nghia High School for the Gifted (HCMC) also has a junior high school block but has not yet received a similar document.
The representative of the Ministry of Education and Training said that every locality must comply with the law and legal documents.
In 2023, when the Ministry of Education and Training issued Circular 05 on the Regulations on the organization and operation of specialized high schools, requiring the termination of new enrollment and the organization of non-specialized classes in specialized schools in all forms, Thanh Nien Newspaper raised the issue of needing clarification with the junior high school block in specialized high schools.
Resolution No. 02-NQ/HNTW dated December 24, 1996 of the 8th Party Central Committee requested: "No specialized schools in primary and secondary schools". However, since then, there are still some high schools with secondary school blocks that are part of specialized high schools but are not called specialized. In Hanoi, it is Hanoi - Amsterdam High School for the Gifted, in Ho Chi Minh City, it is Tran Dai Nghia High School for the Gifted.
The entire big city has only one prestigious specialized high school with such a junior high school, so it is easy to understand why these schools are so attractive. The enrollment of 6th grade junior high school students is directly assigned by the Department of Education and Training. Every year, both of these schools have to organize extremely stressful entrance exams to filter out students.
In 2023, there were many cases of students with primary school transcripts full of 10s but still lacked the conditions to take the entrance exam to grade 6.
For example, for many years now, the enrollment quota for grade 6 at Hanoi - Amsterdam High School for the Gifted has been 200 students, but the number of students eligible to take the entrance exam is often over 4,000. That means, a primary school graduate will have to compete with at least 20 other students to get a place at this school. The situation is equally tense in grade 6 at Tran Dai Nghia High School for the Gifted.
