The speech affirmed: Historical records also recorded: Dinh Bo Linh was born in the year of Giap Than (924) in Dai Huu village, Dai Hoang district, now Gia Phuong commune, Gia Vien district, Ninh Binh province. His father was Chau Hoan Governor Dinh Cong Tru, from Dai Huu village; his mother was Dam Thi.

His father died early, Dinh Bo Linh followed his mother back to his hometown, and took refuge with his uncle. Being the son of a general, and regularly studying military books and practicing martial arts, Dinh Bo Linh showed intelligence and talent from a young age. He was respected as a leader by his fellow buffalo herders, who used reed flowers as flags, divided troops to fight, and demonstrated his will and talent from a young age. He was sworn brothers by his fellow villagers and peers such as Dinh Dien, Nguyen Bac, Luu Co, Trinh Tu, etc., and respected him as a leader.

In 944, Ngo Quyen died, the court was in chaos, society was in chaos, local leaders and local chieftains rose up to claim power, the country was in a tragic situation, history called it the chaos of the 12 warlords. In 968, Dinh Bo Linh ascended the throne as Emperor Dai Thang Minh, named the country Dai Co Viet, reigned as Thai Binh, took Hoa Lu as the capital, opened the national legitimacy, opened a new era, unified the country, revived the nation, raised the country's position, continued to firmly consolidate the national autonomy and independence that the Khuc and Ngo families had previously won after a thousand years of Chinese domination.

Immediately after ascending the throne, Dinh Tien Hoang built the State apparatus from the central to local levels; built palaces and established court institutions; implemented the military regime of "ngu binh u nong"; divided the country into 10 regions, appointed talented and virtuous people to govern; implemented an independent foreign policy; focused on developing agriculture and handicrafts; built a unique culture, issued "Thai Binh Hung Bao" - the first metal currency of Vietnam, affirming the mark of an independent financial system in the early days.

Thereby strongly affirming national independence, national position, pride, self-reliance, self-strengthening spirit, national revival will, creating a solid foundation for the capital Thang Long - Hanoi and promoting the formation of Dai Viet civilization.

After the King passed away, his courtiers honored him as the First Emperor. Continuing the glorious career of Dinh Tien Hoang De, the Tien Le dynasty, then the Ly dynasty, led the army and people of the whole country to firmly protect national independence, expand the territory, build Dai Co Viet into a prosperous nation, and rise strongly in the regional power structure at that time.

The life and career of Emperor Dinh Tien Hoang are always closely linked to the process of unifying the country, forming the first centralized feudal state in the history of the nation, giving birth to the national name Dai Co Viet, strongly affirming the will to revive the nation, based on the spirit of independence, autonomy, self-reliance, and self-strengthening. The great historical stature, the aspiration for independence, unification, and building a strong nation of Emperor Dinh Tien Hoang are associated with the national name Dai Co Viet, with the role and position of the capital Hoa Lu, which has become an invaluable asset of our nation and people.

In gratitude for his merits, the people and the state institutions of each period built a temple in the old palace area, annually organizing the Hoa Lu Festival - a large festival, held as a solemn ceremony. Until today, it is still a unique and distinctive spiritual and cultural activity of the people of the ancient capital of Ninh Binh, a meeting place for people and domestic and international tourists, a place to express respect to the ancestors, heroes who have contributed to building and defending the country and has been recognized as a National Intangible Cultural Heritage since 2014.
