Vice Chairman of the Provincial People's Committee - Huynh Van Son assigned Directors of provincial Departments and branches, Chairmen of People's Committees of districts, towns and cities to directly direct the implementation and application of the one-stop mechanism, assign 01 focal point for processing, simultaneously process records or integrate procedures to shorten at least 30% of the time for administrative procedures on investment in social housing construction.
According to functions and tasks, actively coordinate and support investors to remove difficulties and obstacles of each project, shorten the handling of administrative procedures under the authority of each department and locality, assign specific responsibilities to specialized departments, divisions, and specific units for each task that needs to be resolved and monitor, inspect, and urge the implementation process.
Vice Chairman of the Provincial People's Committee - Huynh Van Son also directed all levels and sectors to strengthen monitoring, inspection and supervision to accelerate the progress of social housing projects in the province, especially investment procedures, problems and difficulties under the authority to resolve. In case of arising difficulties and problems beyond the authority, it must be reported immediately to the Provincial People's Committee for consideration and direction.
In addition, all levels and sectors must strengthen the implementation of tasks, the coordination between departments and localities with the utmost determination and determination, and must clearly define responsibilities in coordination work, not allowing any procedural or stage to be stuck, affecting the overall progress of the entire project. Any task or procedure that can be done in parallel according to regulations must be proactively resolved, and when conditions are met, it must be submitted for appraisal and approval immediately.
For 3 social housing projects that have been licensed and have started construction, including: Ihoa Vina social housing area for workers (Hau Nghia town, Duc Hoa district); worker housing area (Ward 4, Tan An city) and social housing in Luong Hoa residential area (Luong Hoa commune, Ben Luc district) with a total area of 1.51 hectares, with 479 apartments, the Provincial People's Committee requested the investor to focus maximum resources on construction, to complete and put into operation soon.
In addition, for 4 social housing projects with an area of 19.1 hectares, a scale of 2,331 units that have selected investors in My Hanh Nam and Duc Lap Ha communes (Duc Hoa district), Long Trach commune, Can Duoc district, the Provincial People's Committee requested investors to promptly complete legal procedures to start construction according to the approved planning projects and investment policies. After starting construction of the social housing project, it is necessary to promptly provide and fully publicize information related to the project so that people know how to register to buy, rent-purchase, and rent according to regulations.
For 22 commercial housing projects, with a scale of 195.7 hectares and 49,186 units with social housing land fund, the province requires enterprises to urgently organize the groundbreaking ceremony and implement investment in building social housing on 20% of the land fund to ensure the progress of completing the projects.
The province also directed investors of industrial park projects to urgently build accommodation to ensure accommodation for industrial park workers.
In addition, proactively review projects eligible for loans from the VND 120,000 billion support package according to Resolution No. 33/NQ-CP dated March 11, 2023 of the Government, register loan needs and send them to the Department of Construction for synthesis and advise the Provincial People's Committee to announce the list of projects eligible for preferential loans from the VND 120,000 billion support package, to easily access capital sources.
Currently, the demand for social housing in the province is very large, especially for workers and low-income workers. The number of workers working in industrial parks is currently about 234,285 people and is expected to be 253,307 people by 2030.
According to the Director of the Department of Construction - Dang Hoang Tuan, however, up to now, in the province, only 7 social housing projects for workers and low-income people have been completed and put into use with a total scale of about 5.41 hectares, a total completed floor area of 76,638 m2 with 1,884 apartments, serving about 8,000 people.
In the coming time, Long An province will continue to promote the implementation of social housing projects, especially housing for workers; at the same time, it is determined to complete the investment and construction of 71,250 social housing units by 2030, according to the plan assigned to the province by the Prime Minister.
According to the Director of the Department of Construction - Dang Hoang Tuan, implementing the Social Housing Development Project, it is expected that in 2025, the province will start many social housing projects. In particular, on March 5, 2025, the Department of Construction of Long An coordinated with investor Prodezi to organize the groundbreaking ceremony of the social housing apartment project in the LA Home Ecological Urban Area (Luong Hoa Commune, Ben Luc District). This is the first social housing project of Long An province in 2025.
The project has a scale of 2 blocks, 8 floors high, with a total of 400 apartments, built on a land area of over 0.71ha and a total floor area of 29,700m². The project is expected to provide accommodation for more than 1,200 workers, with a total investment of over 421.3 billion VND. According to the plan, this project will be completed by the end of 2025./.
