On February 20, the 22nd session of the Long An Provincial People's Council, term X, 2021-2026, passed a resolution on additional support policies for cadres, civil servants, public employees and workers when implementing the organizational arrangement of the political system; cadres and civil servants who are not re-elected, re-appointed and resign or retire at will in the province.
According to the roadmap for restructuring the apparatus and reducing the staff by at least 20% according to Decree No. 178/2024/ND-CP of the Government, the whole province plans to reduce 376 people. Of which, the number of people in the state agencies and units is 285 people, and the number of people in the Party agencies and organizations is 91 people.
Provincial People's Council delegates voted to pass a Resolution on additional support policies for cadres, civil servants, public employees and workers when implementing the organizational arrangement of the political system; cadres and civil servants who are not re-elected, re-appointed and resign or retire at will in the province.
Up to now, the number of cadres, civil servants and public employees expected to quit their jobs or retire early for agencies and units subject to rearrangement is expected to be 256 people who voluntarily quit their jobs or retire early according to Decree No. 178/2024/ND-CP. Of which, the state sector is 165 people, the Party agency sector is 91 people. It is expected that the total budget for payment of benefits according to Decree No. 178/2024/ND-CP of the Government is about 250 billion VND.
In addition, the total number of cadres and civil servants who do not meet the age requirements for re-election, re-appointment and are expected to register to quit their jobs and retire before the age of enjoying the policy under Decree No. 177/2024/ND-CP is 123 people. Of which, 5 people are at the provincial level, 34 people at the district level, and 84 people at the commune level. The total cost of payment under Decree No. 177/2024/ND-CP is about 61.5 billion VND.
Thus, the total number of people expected to quit their jobs or retire early in the province is 379; the total cost of payment according to Decree No. 178/2024/ND-CP and Decree No. 177/2024/ND-CP is about 311.5 billion VND.
The total number of people expected to quit their jobs or retire early in the province is 379. In addition to the total support of about 311.5 billion VND according to Decree No. 177 and Decree No. 178, Long An province will provide additional support of about 31.15 billion VND to these subjects.
In order to support and motivate cadres, civil servants, public employees and workers in agencies, organizations and units subject to reorganization, to complete the minimum reduction rate of civil servants and public employees receiving salaries from the state budget to reduce the payroll according to the plan to arrange and streamline the provincial apparatus, in accordance with the policy implementation roadmap prescribed in Decree No. 178/2024/ND-CP; to encourage and motivate cadres who are not re-elected or re-appointed due to the work of arranging congress personnel, individuals who wish to retire before the age prescribed in Decree No. 177/2024/ND-CP, the Provincial People's Council has unanimously issued a Resolution on additional support policies for cadres, civil servants, public employees and workers when implementing the reorganization of the apparatus of the political system; cadres and public employees who are not re-elected or re-appointed and resign or retire according to their wishes in Long An province.
Accordingly, the province will provide additional support for those who request to resign when restructuring the political system; officials and civil servants who are not re-elected, re-appointed, resign, or retire at will with a total estimated amount of VND 31.15 billion, equivalent to 10% of the support level of Decree No. 177 and Decree No. 178.
This additional funding source, for cases in Party and State agencies, public service units whose regular expenditures are guaranteed by the state budget, is guaranteed according to the current budget decentralization. For cases in public service units that self-guarantee regular expenditures and investment expenditures, public service units that self-guarantee regular expenditures, the funding source comes from the unit's revenue from service activities and other legal revenue sources.
For public service units whose regular expenditures are partly guaranteed by the state budget, the funding source comes from the unit's revenue from service activities, other legal revenue sources, and support budget sources according to current budget decentralization.
In case a public service unit that self-insures regular expenses cannot ensure the ability to balance the budget to resolve the regime and policies for civil servants and employees according to the provisions of Decree No. 178/2024/ND-CP of this Resolution, it shall consider and decide on financial support according to regulations./.
