Achievements in considering promotion of teacher professional titles are carried out according to current regulations.
The Ministry of Education and Training has issued Circular No. 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers. This Circular takes effect from December 15, 2024.
This Circular replaces Circular No. 34/2021/TT-BGDDT regulating the standards and conditions for examination or promotion; content, form and determination of successful candidates in the examination for promotion of professional titles of public preschool and general education teachers.
This means that Appendix to Circular 34/2021/TT-BGDDT providing guidance on evidence and scoring of task performance for teachers registering for promotion consideration is also abolished.
Notably, Clause 2, Article 14 (Applicable provisions) of Circular No. 13/2024/TT-BGDDT stipulates the achievements in considering promotion of professional titles of teachers as follows:
"2. Pursuant to relevant legal provisions, the competent authority organizing the promotion consideration shall specify the achievements in professional activities in the Project for organizing the promotion consideration as a basis for determining the successful candidates in the promotion consideration period as prescribed in Point a, Clause 2, Article 40 of Decree No. 115/2020/ND-CP, amended and supplemented in Clause 20, Article 1 of Decree No. 85/2023/ND-CP."
Accordingly, Clause 2, Article 40 of Decree No. 115/2020/ND-CP is amended and supplemented in Clause 20, Article 1 of Decree No. 85/2023/ND-CP, regulating the determination of successful civil servants in the promotion examination as follows:
"2. In case the number of officials considered for promotion in an agency or unit is greater than the approved promotion quota, the determination of officials selected for promotion will be carried out in the following order of priority:
a) Officials with higher achievements in professional activities recognized by competent authorities;
b) Female civil servant;
c) Officials are ethnic minorities;
d) Older officials (calculated by date, month, year of birth);
d) Officials have more working time."
Regarding the regulation at point a: "Civil servants with higher achievements in professional activities", according to Consolidated Documents 08, 09, 10, 11/VBHN-BGDDT consolidating Circulars 01, 02, 03, 04/TT-BGDDT and Circular 08/2023/TT-BGDDT, preschool and general education teachers must have one of the following evidences to be eligible for consideration for promotion of professional title from level III to level II:
"Recognized as a grassroots emulation fighter or excellent teacher, excellent homeroom teacher at school level or higher.
Preschool teachers grade II can be replaced by: certificates of merit or certificates of merit from district level or higher.
Grade II primary school teachers can be replaced by: certificates of merit from district level or higher, teachers who are good leaders of Ho Chi Minh Young Pioneers Team from district level or higher."
In addition, Article 23 of the Law on Emulation and Commendation stipulates: The title "Grassroots Emulation Fighter" is awarded to individuals who meet the following criteria:
"1. Meet the standards for the title "Advanced Worker" or "Advanced Soldier";
2. Excellently completing tasks or having initiatives recognized by the facility or having scientific topics, scientific projects, scientific and technological works that have been accepted or being clever and creative in combat and serving combat recognized by the unit."
The competition for excellent teachers and excellent homeroom teachers is carried out according to Circular 22/2019/TT-BGDDT promulgating the Regulations on the competition for excellent teachers in preschool education institutions; excellent teachers and excellent homeroom teachers in general education institutions.
Accordingly, the school-level competition for excellent teachers and excellent homeroom teachers is held every two years, organized by the school.
The competition for excellent teachers and excellent homeroom teachers at the district level is held every two years, organized by the Department of Education and Training.
The provincial competition for excellent teachers and excellent homeroom teachers is held every four years, organized by the Department of Education and Training.
The title of excellent teacher and excellent homeroom teacher is reserved as follows: The title of excellent teacher and excellent homeroom teacher at school level is reserved for 01 year following the year of recognition as excellent teacher and excellent homeroom teacher at school level;
The title of excellent teacher and excellent homeroom teacher at the district level is reserved for 01 year following the year of recognition as an excellent teacher and excellent homeroom teacher at the district level;
The title of excellent teacher and excellent homeroom teacher at the provincial level is reserved for 03 years following the year of recognition as an excellent teacher and excellent homeroom teacher at the provincial level.
The titles of excellent teachers and excellent homeroom teachers are reserved and not used as criteria to participate in competitions for excellent teachers and excellent homeroom teachers at all levels.
Clause 1, Article 20 (Using the results of the Competition) Circular 22/2019/TT-BGDDT stipulates that the results of the Competition are evidence for participating in the assessment of professional standards and implementing policies for teachers according to current regulations.
Along with that, Clause 3, Article 14 (Applicable provisions) of Circular No. 13/2024/TT-BGDDT stipulates the determination of successful civil servants in the promotion examination as follows:
"3. For standards that are not evidenced by diplomas, certificates, certifications, decisions, certificates of merit, certificates of merit, topics, projects or products applied in education, teaching students and related documents, the evidence is the assessment record, comments on the ability to meet those standards of the professional group, subject group or equivalent and confirmed by the head of the educational institution directly managing and using the teacher."
In general, teachers with high achievements are given priority for promotion in professional titles according to the provisions of Decree No. 85/2023/ND-CP amending and supplementing a number of articles of Decree No. 115/2020/ND-CP on recruitment, use and management of civil servants and Circular No. 13/2024/TT-BGDDT stipulating standards and conditions for promotion in professional titles of teachers.
