The story of a student being suspended from school for a year for beating a friend that happened recently in Vinh Long has made many people worry.

Has the school taken other educational measures?

After nearly two months of receiving the highest disciplinary level according to Circular 32/2020/TT-BGDDT of the Ministry of Education and Training, many 8th grade students at Trung Hieu Secondary School (Vung Liem district) have had to go to work for hire.

There is a special student named LND, only 13 years old, who had to leave his hometown to go to Vung Tau City with his parents to work hard to make a living. A pitiful student like D.TV only knows how to stay at home and play with his phone. Then when it is time to go to school, he sits on the porch watching his friends go to class with all the torment.

The Department of Education and Training of Vung Liem district admitted that the school's disciplinary measures were too harsh, but they were in accordance with regulations and rules, and thus were enough to deter students.

In fact, at the time of drafting Circular 32/2020/TT-BGDDT to replace Circular 08 on student rewards and discipline, which had been in place since 1988, those interested in education highly appreciated the progress of this document.

For the first time in 30 years, the education sector no longer has the concept of forcing students to drop out of school, and even eliminates forms such as warning students in front of the class or school.

In particular, Article 38 "Rewards and Discipline" of Circular 32/2020/TT-BGDDT stipulates that students who commit violations during their studies and training will be educated or disciplined in the highest form of "temporary suspension from school and implementation of other educational measures according to regulations of the Ministry of Education and Training".

What the public is most concerned about is whether the leaders of the Department of Education and Training of Vung Liem district and the board of directors of Trung Hieu Secondary School have "implemented other educational measures" or not?

Thus, the Ministry of Education and Training still allows schools to “temporarily suspend classes”, in the above case for 1 year. But at the same time, it requires the responsible unit to have “other educational measures” for the students.

It is absolutely unacceptable for schools to leave children hanging around at home or to be forced to go far away to make a living.

Faced with the students' situation, teachers in Vinh Long also expressed their views in the press that we do not support school violence, but it is also not necessary to choose the solution of suspending students who violate the law for a school year.

According to this person, there are many ways to punish students while still avoiding disrupting their learning, as well as their right to go to school. Suspension must be based on fairness, taking into account the situation and circumstances of each student.

Most importantly, the decision to punish must have an educational goal for the positive development of children.

Opportunity to educate, not to punish

Students are the fundamental subjects of education, all decisions must be directed towards the future of children, even punishments. We understand that “other educational measures” are “suspension” which does not mean returning the student to the family or local management.

The regulations of the Ministry of Education and Training are that schools and teachers must continue to closely monitor students who are disciplined and have stopped studying in class.

Suspension does not mean that students leave school and must still attend for “separate education.”

In fact, being suspended from school for a few weeks or a year is already too severe a punishment for children who still have to go to school but are separated from their classroom and friends.

Suspension must be educational in nature and only if the school also implements measures to support and monitor the student during the disciplinary period.

That cannot be without close coordination between schools, teachers, parents and students so that children are not pushed to the margins of education.

In developed countries, the way students are dealt with in terms of discipline is often supportive rather than applying harsh punitive measures such as long-term suspension from school.

The goal is to help students understand their mistakes and improve their behavior in that supportive environment.

In the United States or Canada, students who misbehave are often given an individual behavior plan. This is a plan that the school, parents, and professionals work with the student to improve behavior without disrupting the learning process.

Suspensions are only used in very serious cases and are usually short-term, ranging from a few days to 1-2 weeks. During that time, students are still required to complete assignments and participate in activities remotely or at educational support centers.

Instead of suspension, many schools use temporary removal of students to a special education program to manage behavior.

Phan Huy Chu High School (Hanoi) has applied labor punishment for many years.

The most severe form of discipline is summer labor. Students who must work during the summer are usually notified of their plans in advance based on discussion and agreement with their parents.

Nguyen Van Troi Secondary School (Go Vap District, Ho Chi Minh City) disciplined students who fought by requiring them to go to the library to read books under the supervision of teachers during recess for two weeks.

The school will orient students to read mainly moral books.

Methods in foreign countries as well as many domestic schools show the view that disciplinary violations are opportunities for education, not punishment.

The long-term goal is to help students take responsibility for their behavior and equip them with the skills they need to prevent reoffending.
