H Wuêñ Êban, 48 years old, said he met two exiles in the US through Facebook, received money from them and then lured many people to join the terrorist organization, establishing the Dega State.
On the afternoon of January 16, to clarify the criminal acts of the defendants in the case of the attack on the headquarters of two communes of Ea Ktur and Ea Tieu, which killed 9 officials and residents and injured many others, the People's Court of Dak Lak province questioned a number of related defendants.
Most of those questioned were leaders of this particularly serious case, including H Wuêñ Êban - the woman identified as the leader and commander of the Dega force in Dak Lak. She has 8 children born between 2003 and 2012.

According to the indictment announced in court, since 2015, Y Mut Mlô (currently on the run) led the Montagnard Support Group in the United States (MSGI) and regularly lured H Wuêñ Êban (Amí Sàn) to participate in armed activities, murder, and destruction of property of agencies, organizations, and individuals to cause panic among the people; disrupt security and order in Dak Lak province; if successful, it will continue to expand to other provinces.
At the same time, H Wuêñ Êban was also introduced to other members of MSGI including: Y Čhik Niê - Deputy Commander; Y Niên Êya - Treasurer; Y Bút Êban (Y Bé Êban) - in charge of gathering and announcing meetings; Y Chanh Byă (Y Čăñ Buôn Yă) and Y Sôl Nie were core members. Y Mut Mlô also attracted Y Quynh Bdap and Y Krông Phôk to join the organization and introduced H Wuêñ Êban to meet Y Quynh Bdap and Y Krông Phôk to learn more about the group's activities.
In August 2018, after Y Quynh Bdăp illegally crossed the border into Thailand, he established the Montagnards for Justice (MSFJ) organization to propagate, incite, and entice ethnic minorities in the Central Highlands to carry out armed violence and terrorist activities. Y Quynh Bdăp assigned H'Wuêñ Êban to lead the Dega force in the country, and Y Krông Phốk to lead the group in Lak and Krông Ana districts. By 2019, H Wuêñ Êban agreed to join the MSGI organization with the aim of seeking material support from abroad to operate against the people's government, moving towards establishing the Dega State in the Central Highlands.
From June 9 to 10, 2023, terrorists participating in the Dega Soldiers group gathered at the hut to practice martial arts, make petrol bombs, and instruct on how to use guns and bullets... On the evening of June 10, 2023, they gathered at the hut to distribute weapons, take roll calls, film, take photos, and divide into two groups: one led by Y Jǔ Nie and Y Thô Ayǔn with 33 people on foot to attack the Ea Ktur commune headquarters; the other led by Y Tim Nie with 34 people on motorbikes to attack the Ea Tieu commune headquarters.
On the night of June 10, 2023, early morning of June 11, 2023, about 100 members of the Dega Soldiers group divided into two groups, murdered the Secretary of Ea Ktur commune, the Chairman of Ea Tieu commune, 4 police officers and 3 residents; injured two police officers and many others, causing material damage of about 2.5 billion VND.
Responding to the People's Court, H Wuêñ said she met Y Mut Mlô and Y Quynh Bdap (both of whom are wanted ) through Facebook and was tasked with attracting people to establish the Dega State. When she first joined, she received money from a foreign organization for operating expenses, but in reality she used it to "buy fish sauce, salt, and rice because it was too little."
In 2017, H Wuen participated in the organization that established the Dega State , becoming a key person, informing the exiles about the situation in the country. The defendant admitted that he also attracted about 50 people from poor families and ethnic minorities, conveying to them what the foreign organization had promised: "lots of money, lots of land, happiness and no need to do anything".
The judge asked: "As a mother of eight children, do you find the murders of this organization barbaric?". H Wuêñ said "he was very remorseful".
Also questioned on the afternoon of January 16, Y Tho Ayŭn admitted to the indictment, saying he joined the organization in 2019 "due to lack of knowledge", and was present at many meetings. With money transferred by exiled elements from abroad, Y Tho bought 7 guns and was assigned as "commander".
On the night of the murder of 9 people, Y Tho said that he had previously put guns, knives... in sacks, distributed them to a group of several dozen people who stormed the Ea Ktur Commune Police headquarters, using guns to kill an officer sitting on the 2nd floor. On the way to escape, Y Tho also injured people.
The investigation agency determined that this was an especially serious case, infringing on the lives and health of officials and people, destroying the property of agencies, organizations and individuals in Dak Lak province, with the aim of overthrowing the people's government to establish the so-called Dega State.
Most of the defendants committed crimes due to ignorance, so Y Mut Mlo and other reactionary groups in exile in the US such as Y Čik Nie, Y Nien Eya, Y But Eban (Y Bé Eban), Y Chanh Byă, Y Sol Nie... used many tricks to entice, entice, and threaten them to participate in terrorist and sabotage activities.
During the investigation, the defendants confessed honestly, expressed remorse, and admitted that they committed the crime due to ignorance and intimidation. They asked the Party and State to consider leniency and reduce their sentences.
Among the defendants, 53 were tried for terrorism against the people's government ; 45 were prosecuted for terrorism (6 of whom are currently abroad); one was accused of concealing criminals and one of organizing or brokering for others to illegally exit, enter or stay in Vietnam.
