The People's Committee of Hoa Binh province issued an official dispatch to strengthen the management and control of real estate price fluctuations in the province.
The document clearly states that in recent years, the development of the real estate market has not been truly sustainable, and there are still potential risks. The phenomenon of buying and selling to “inflate and push up prices” has shown signs of causing “virtual fever” in the market.
In addition, some project investors organized capital mobilization, sold future housing, put existing houses and construction works into business and transferred land use rights in violation of regulations. Along with that, advertising and selling project products without fully implementing the prescribed processes and procedures, affecting the market, potentially causing disputes and lawsuits.

Therefore, the Chairman of the People's Committee of Hoa Binh province requested the Department of Construction to review real estate business activities of enterprises, investors, real estate trading floors, and real estate brokers in the province, especially in areas, projects, and apartment buildings with unusual price increases.
The Department of Construction needs to grasp the situation and causes of price fluctuations of each type of real estate; project investors are eligible to mobilize capital according to regulations to ensure transparency of market information to prevent fraud, deception and scams in real estate business.
The People's Committees of districts and cities are assigned to inspect and control the activities of buying and reselling real estate properties that have been transferred many times, especially land plots in technical infrastructure areas with subdivided lots that have abnormal price increases causing disturbances to the "virtual fever" of the market.
At the same time, assign these agencies to inspect, examine, and take measures to correct acts of price inflation, price manipulation, speculation, and handle violations of land laws and related laws according to their authority.
The Chairman of the People's Committee of Thua Thien Hue province also issued a directive to strengthen management and control of real estate price fluctuations in the province.
The provincial police are assigned to coordinate with relevant authorities to inspect and supervise real estate transactions, ensuring compliance with the law. Detect and strictly handle acts of "price inflation" and real estate speculation, contributing to stabilizing the real estate market.

The Provincial Police, the Provincial Inspectorate and relevant departments and localities shall review or direct relevant agencies and units to review the organization of land use rights auctions in the area to ensure compliance with the law; promptly detect and strictly handle violations of legal regulations in land use rights auctions, and prevent acts of taking advantage of land use rights auctions for personal gain and disrupting the market.
Previously, a series of localities such as Hanoi, Thanh Hoa, Nghe An, Ha Nam,... also requested to review land auction activities and unusual price increases in the real estate market.
