On November 18, the People's Committee of Chu Prong district, Gia Lai reported on the results of the investigation and assessment of the cause of the incident at the Ia Glae 2 Hydropower Plant, Chu Prong district.
According to the People's Committee of Chu Prong District, the cause of the Ia Glae 2 hydropower dam wall collapse was due to unusually large floodwaters and heavy rains. At the same time, the investor and construction contractor did not fully comply with the contents, procedures, and construction measures, and diversion of construction water at the upstream wall section. The construction progress was slower than the approved decision.

Besides, the construction work during the rainy season did not comply with the disaster response plan approved by the People's Committee of Chu Prong district.
Typically, the project was only scheduled to be completed by June 30, but in reality, the investor and construction contractor continued to organize construction during the rainy season (from July to September).
The investor and contractor organized the construction of the project without complying with the content and technical instructions according to the approved design drawings and construction methods; without measures to reinforce and ensure the safety of the dam body after completing the construction of the upstream wall.

The M250 concrete upstream wall and the M150 concrete dam body do not ensure construction progress, and there are no measures to reinforce and ensure the safety of the upstream wall. Therefore, when a large flood occurs, the retaining wall is broken and pushed downstream.
At the time of the incident, the upstream wall of the structure that was broken had not yet reached the approved design strength, and the concrete pouring time of the wall had not yet reached the strength.

Faced with the above violations, the People's Committee of Chu Prong district requested the investor and construction unit to be responsible for temporarily stopping construction of the project item where the incident occurred and to take corrective action.
Investors and construction units actively and proactively coordinate with local authorities and related units to overcome the consequences caused by construction incidents, especially determining damages and promptly providing adequate compensation and support to people.
As Dan Tri reported, the Ia Glae 2 Hydropower Plant is built on the Ia Glae stream, in Chu Prong district, Gia Lai province. In the early morning of October 9, a 50m long wall serving the construction of the free spillway of the La Glae 2 Hydropower Plant broke, causing damage to more than 20 hectares of crops of people in the downstream area.
