A series of trillion-dollar projects "covered" affects Binh Dinh's development opportunities

(Dan Tri) - Delegates from Binh Dinh province said that the slow progress of projects spoils the urban beauty, affects people's lives, and especially wastes land and development opportunities for the locality.


At the 20th session of the 13th Binh Dinh Provincial People's Council, term 2021-2026, held on December 12, delegates focused on discussing and questioning the situation of trillion-dollar projects that have been stalled for many years.

Delegate Doan Duc Tung, from Quy Nhon University, raised the issue of many projects that have been delayed for a long time, such as the Ghenh Rang tourist area phase 2 (started in 2014) and the Dam Thi Nai eco-tourism and villa area (implemented in 2018 with an investment capital of nearly 5,000 billion VND).

In the center of Quy Nhon city, many projects, housing areas and apartments have been invested for a long time but are now just concrete and steel blocks, causing frustration in the community. Typical examples are the I-Tower Quy Nhon commercial service center and apartment project (capital of about 2,000 billion VND) and the high-end hotel commercial service center at 01 Ngo May (capital of about over 1,700 billion VND).

Delays in investment projects not only ruin the urban beauty but also affect people's lives and waste land and development opportunities for the province.

Responding to questions, Mr. Le Hoang Nghi, Director of the Department of Planning and Investment of Binh Dinh province, said that there are many reasons leading to this situation, including objective reasons from the Covid-19 pandemic, when projects started in the 2020-2021 period.

Mr. Nghi also pointed out that many changes in policies, such as adjustments to the land law, bidding law and fire prevention regulations, have forced investors to adjust their documents and designs. In addition, some investors have not actively implemented and have weak financial capacity.

"In the past, the Department has coordinated with relevant units to review, inspect, encourage and urge to solve the problem. At the same time, strictly handle investors who have the conditions to implement but are not determined to do so," Mr. Le Hoang Nghi emphasized.

The Director of Binh Dinh Department of Planning and Investment added that through inspection and review, many large projects with total capital of thousands of billions of VND have been delayed or stopped.

In 2023-2024, the Department coordinated with relevant departments and branches to impose administrative sanctions on 15 projects that were delayed without objective reasons, with the amount paid to the state budget of more than 1.2 billion VND; from 2020 to 2024, 97 projects were terminated and revoked.
