Economic growth exceeds plan, semiconductor diplomacy makes breakthrough

According to the Ministry of Planning and Investment, despite the fact that there are more difficulties than advantages, our country's economy has still affirmed its strong recovery, achieving many positive and clear results. The economic growth rate for the whole year is estimated at about 6.8-7%. With this growth rate, Vietnam is among the few countries with high growth in the region, continuing to be a bright spot in the not-so-bright picture of the world economy.

Focus on developing ground, space, underground and sea space

Speaking at the conference, the Prime Minister highly appreciated the results achieved by the entire Planning and Investment sector in 2024; especially the results in planning. We have completed 111 national, regional and provincial plans on schedule and with high quality.

The Prime Minister emphasized that in the coming time, the Central Government will only implement major plans, tasks, and projects (small projects, the rest will be assigned to localities), in which, by 2025, the expressway from Cao Bang to the Mekong Delta provinces must be completed; preparations must be accelerated to implement the North-South high-speed railway project... Therefore, in planning and investment, the Prime Minister requested to eliminate the widespread and request-grant mindset.

In particular, the Prime Minister requested that from the planning stage to the creation of development space, it must be based on the spirit of pioneering, breakthrough in thinking, thinking deeply and doing big. Once committed, it must be done, and once done, it must produce quality products. In creating development space, it is necessary to aim at synchronously exploiting 4 important spaces: ground, space, sea and underground.

Prime Minister Pham Minh Chinh said: Our space is still vast and has not been exploited. Large countries have long focused on and exploited it very effectively. They have large land areas and few people but have developed space strongly, while in our country, land is limited and population is large, the opposite is true, we have not yet strongly promoted the value of space and these four development spaces.

With the sea space, Vietnam has only cultivated and fished, and has not yet exploited the energy and great potentials from the sea. As for the underground, it is necessary to calculate the effective exploitation in the coming time. When implementing the planning, it is necessary to calculate the underground space, so as not to have a situation where underground constructions are entangled and blocked...

Regarding the merger of the Ministry of Planning and Investment with the Ministry of Finance, restructuring the apparatus, organization, and streamlining the payroll, the Prime Minister requested that the restructuring of the staff, civil servants and public employees is to improve quality; and to make appropriate arrangements. The Prime Minister said that in the near future, cadres must go to the grassroots. “The whole country has 11,000 communes, we take the people as the center and the subject. The people are at the grassroots, so cadres must go to the grassroots. Each commune will likely receive 3 rotating cadres. Rotating cadres close to the people will bring efficiency to socio-economic development,” said the Prime Minister.
