Roadmap for applying emission standards for motor vehicles imported, manufactured and assembled in Vietnam

On November 19, Deputy Prime Minister Tran Hong Ha signed Decision No. 19 stipulating the roadmap for applying emission standards to imported, manufactured and assembled motor vehicles.


Accordingly, this decision stipulates the roadmap for applying emission standards to motor vehicles with imported thermal engines and manufactured and assembled in Vietnam.

Specifically, the roadmap for applying emission standards to newly imported and manufactured and assembled motor vehicles, specifically newly imported and manufactured and assembled automobiles, will continue to apply level 5 emission standards as prescribed in Clause 1, Article 3 of this Decision from January 1, 2025.

Newly imported and manufactured and assembled two-wheeled motorbikes shall continue to apply level 2 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025 to June 30, 2027.

Newly imported and manufactured and assembled two-wheeled motorcycles continue to apply level 3 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025 to June 30, 2026.

Newly imported and manufactured and assembled two-wheeled motorbikes shall apply level 4 emission standards specified in Clause 1, Article 3 of this Decision from July 1, 2027.

Newly imported and manufactured and assembled two-wheeled motorcycles shall apply level 4 emission standards specified in Clause 1, Article 3 of this Decision from July 1, 2026.

Newly imported, manufactured and assembled four-wheeled motor vehicles and four-wheeled motor vehicles shall apply the "0" emission standard prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.

Newly imported and manufactured three-wheeled motorbikes and three-wheeled motorbikes shall apply the "0" emission standard prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.

In addition, the decision also clearly states the roadmap for applying emission standards to imported used motor vehicles.

Specifically, imported used cars will apply level 4 emission standards specified in Clause 2, Article 3 of this Decision from January 1, 2025.

Used imported four-wheeled motor vehicles and four-wheeled motor vehicles shall apply the "0" emission standard prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.

Imported motor vehicles that have opened customs declarations; arrived at ports or arrived at Vietnamese border gates before the time of application of emission standards according to the roadmap prescribed in this Decision shall continue to apply the emission standards in effect at the time the imported vehicle opened customs declarations; arrived at ports or arrived at Vietnamese border gates.

This Decision comes into force from January 1, 2025.

Article 3 of Decision No. 19 clearly explains the emission standards:

1. The emission standards (level 2, level 3, level 4 and level 5) for newly imported and manufactured and assembled vehicles specified in this decision are emission standards corresponding to the emission standards (Euro 2, Euro 3, Euro 4 and Euro 5) of the United Nations Economic Commission for Europe (UNECE) and the European Union (EC) directive on approval of motor vehicle types.

2. The emission standards (level 1, level 2, level 3, level 4) for imported used vehicles specified in this decision are the limits of polluting components in exhaust gas specified in National Standard TCVN 6438:2018 and amendment 01:2021 TCVN 6438:2018 - Road vehicles - Maximum allowable limits of exhaust gas.

3. The emission standard level of "0" prescribed in this Decision is the level showing the emissions generated from motor vehicle engines that do not contain pollutants that are limited within the emission standard levels stated in Clause 1 and Clause 2 of this Article.
