Leaked high school graduation exam questions 2023

The three individuals charged are: Vu Trung Hieu (born in 2005, residing in Hop Giang ward, Cao Bang city); Hoang Thi Thu Trang (born in 2003, residing in Trung Khanh district, Cao Bang province); and Hoang Ngoc Tuan (born in 2002, residing in Phu Tho town, Phu Tho province).

Currently, Tuan is being held in temporary detention, while Hieu and Trang have been placed under house arrest.

According to investigation documents, on June 28th, in examination room 0176 at the Cao Bang City High School Examination Board during the 2023 high school graduation exam, candidate Vu Trung Hieu used his mobile phone to take photos of the Literature exam questions 15 minutes after they were distributed and sent them to Hoang Thi Thu Trang via Facebook Messenger to ask for her help in solving them.

At that time, Hoang Ngoc Tuan (Trang's boyfriend) logged into Trang's Facebook account, saw the exam paper image, saved it, and uploaded it to his personal Facebook page. The exam paper was then leaked online.

Trang solved and sent Hieu the answers to some of the exam questions, but due to strict invigilators, Hieu couldn't open his phone to check the answers.

According to Clause 1, Article 1 of Decision No. 531/QD-TTG dated May 19, 2023, of the Prime Minister , high school graduation exam questions that have not been made public are classified as State secrets, with a "Top Secret" classification. The period of protection of State secrets only ends when the exam time for multiple-choice subjects has elapsed and when 2/3 of the exam time for essay subjects has elapsed.

Although the actions of Vu Trung Hieu, Hoang Thi Thu Trang, and Hoang Ngoc Tuan did not affect the overall results of the 2023 high school graduation exam, they seriously violated the law on protecting state secrets in the field of education and training, causing negative public opinion regarding the seriousness and fairness of the exam.

Following a consensus report from the prosecuting agencies, the Provincial Police Investigation Agency decided to initiate a criminal case and prosecute the suspects to conduct an investigation in accordance with the law.
