A year after construction began, the quarry for specialized materials has yet to be licensed, leaving the contractor building the Khanh Hoa - Buon Ma Thuot expressway in a precarious situation.
The machinery is "standing still".
According to a reporter from Giao Thong Newspaper, the location of the soil and stone quarry in Hoa Tien commune (Krong Pak district, Dak Lak province), situated at Km 98+500 of the Khanh Hoa - Buon Ma Thuot expressway, has been approved by the Provincial People's Committee to change its land type from "Land for the production of construction materials and pottery" to "Land for mining activities".
The planned site covers an area of nearly 14 hectares and has a reserve of approximately 1.85 million cubic meters.

Currently, the Provincial People's Committee has only confirmed an area of over 3 hectares (more than 150,000 m3) for Trung Nam Construction and Installation Joint Stock Company - the contractor for package 3 - to exploit for the construction of the expressway.
However, after a year since construction began, the quarry and soil, for which permits were requested under this special mechanism, are still facing procedural obstacles and have not yet been granted mining licenses. The contractor has had to accept increased costs, purchasing commercially available stone at higher prices for construction in order to progressively increase production.
A representative from Trung Nam Construction and Installation Joint Stock Company stated that difficulties with the K98 embankment soil and stone materials are causing delays in the company's construction progress at the project.
"We hope that the relevant units will support the contractor and expedite the completion of legal procedures so that the Hoa Tien quarry can be exploited soon," said a representative of the contractor, adding that, according to the plan, the unit is applying for special exploitation under the Hoa Tien quarry mechanism with a volume of approximately 48,000 m3 of fill soil and about 120,000 m3 of stone.
Observations at the quarry in Hoa Tien commune show that the contractor has installed the stone production system and cleared the transportation routes for mining, but everything remains "inactive" pending licensing.
Besides Trung Nam Construction Company, other contractors such as Hoang Nam Bridge and Road Construction Company Limited and Construction Corporation No. 1 - CC1 are also facing a similar situation.

The longer the permit process is delayed, the slower the project progresses.
Acknowledging the difficulties in obtaining construction materials for the foundation and surface of package XL03, the Chief Supervisor of package XL03 ( Hanoi Transport Consulting Joint Stock Company) stated that if the mining permit issuance continues to be delayed, the project will likely not be completed on schedule.
According to the Dak Lak Provincial Project Management Board for Investment in Construction of Transport and Rural Development Projects, component project 3 of the Khanh Hoa - Buon Ma Thuot expressway requires approximately 1.4 million cubic meters of embankment soil; 0.4 million cubic meters of sand and 1.4 million cubic meters of stone.
To date, the contractor has surveyed and confirmed the exploitation of 1 quarry of earth and stone; 2 quarries of stone; 1 sand quarry and 2 quarries of earth under a special mechanism. Of these, 2 quarries of stone, 1 quarry of earth and 1 quarry of sand have completed the procedures for exploitation.
There is one remaining quarry (the Hoa Tien quarry has been approved by the Board for Trung Nam Construction and Installation Joint Stock Company to organize exploitation) and one quarry currently undergoing land lease procedures to meet the requirements for organizing exploitation.
"To meet the demand for construction materials, the Project Management Board has requested the Department of Natural Resources and Environment (DONRE) to pay attention and provide support in the implementation of related tasks to expedite the completion of exploitation procedures; and to allow the simultaneous leasing of land and exploitation of the specialized material mine that has been certified by the Provincial People's Committee to accelerate the project progress," a representative of the Project Management Board informed.
According to a leader of the Dak Lak Provincial People's Committee, the Department of Natural Resources and Environment is coordinating with relevant units to urgently complete the procedures for exploiting the Hoa Tien stone quarry (Krong Pak district).
The Provincial People's Committee has requested that contractors, mining units, the People's Committee of Krông Pắk district, and the Project Management Board closely coordinate and promptly carry out the procedures as prescribed, submitting them to the Department of Natural Resources and Environment for consideration and advice to the Provincial People's Committee on granting mining rights.
The Khánh Hòa - Buôn Ma Thuột expressway project, phase 1, has a total investment of nearly 22,000 billion VND and a total length of over 116km.
The project is divided into 3 sub-projects. Sub-project 3 has a total length of over 48km and a total investment of over 6,165 billion VND, with the People's Committee of Dak Lak province as the investor.
