The question and answer session of the Director of the Department of Industry and Trade revolved around state management of food safety; prevention, control and handling of smuggling and trading of goods of unknown origin; and market planning, trading and management. These are issues directly and daily related to people's health and life. According to Mr. Pham Van Hoa, the state management of food safety is assigned and decentralized to 3 sectors: Health, Agriculture and Rural Development, Industry and Trade and People's Committees at district and commune levels.

Director of the Department of Industry and Trade Pham Van Hoa informed: The main violations are failure to comply with legal regulations on food sample storage and three-step food inspection; Food business, display and storage facilities are invaded by insects and harmful animals; Violations of legal regulations on food safety conditions... However, the Director of the Department of Industry and Trade affirmed that the number of establishments violating food safety from 2021 to present has tended to decrease. From 2021 to present, the province has recorded 6 cases of food poisoning under the management of district and commune levels with 175 people infected, no deaths.

The Director of the Department of Industry and Trade also said that the situation of smuggling, trade fraud and counterfeit goods in Nghe An province has emerged as illegal trading and transportation of drugs, firecrackers, wild animals, livestock and poultry products, cigarettes, consumer goods and the trading of counterfeit goods, banned goods, and goods of unknown origin on the e-commerce system. Mr. Pham Van Hoa informed: In the period of 2021 - 2023, the functional forces and related sectors have organized inspections and administrative sanctions on 20,591 cases, prosecuted 1,050 cases, with a total fine of more than VND 805.731 billion. In the first 6 months of 2024 alone, 4,233 cases were inspected and administratively sanctioned, 896/1163 cases were prosecuted, with a total fine of VND 115.706 billion.

Responding to the question of delegate Tran Thi Khanh Linh, Vinh City about the current situation of street vendors and goods of unknown origin in front of schools and hospitals that have not been strictly controlled, the Director of the Department of Industry and Trade said that currently, counterfeit goods, poor quality goods, and goods of unknown origin are common in many segments of the market, from remote areas to street vendors, grocery stores in urban areas... Smuggling, trade fraud, and counterfeit goods in the e-commerce environment are still taking place and have the potential for complex developments. Tax management and prevention of state budget loss for e-commerce business activities are not effective.

Regarding the exploitation and management of markets in the province, Delegate Nguyen Cong Van, Nghi Loc district, stated that the current situation of market planning in the province is facing many shortcomings and needs fundamental solutions. Many questions focused on the group of issues related to market management raised by delegates from Quy Hop and Quy Chau such as the large number of unclassified markets, the competition of e-commerce with traditional markets, fire prevention and fighting, and environmental sanitation that have not been properly invested in?

The Director of the Department of Industry and Trade admitted that there have been many problems and issues in market planning for a long time. These include overlaps in legal regulations and development policies. Accordingly, the Government has just issued Decree 60/2024 on market development and management, which will be the direction to remove these problems. Mr. Pham Van Hoa said that in terms of the market network, the whole province has 371 active markets, including 7 class I markets, 20 class II markets, 240 class III markets, and 104 unclassified markets. The whole province has 154 permanent markets, 133 semi-permanent markets, and 84 markets with temporary facilities. The market network in the province has developed in recent times. Market infrastructure has been gradually invested in and built with focus in accordance with the province's overall trade development plan. The socialization of market investment has initially changed positively.

However, according to Mr. Pham Van Hoa, the approach and conversion of market business models are still slow, not meeting the requirements of digital transformation and the needs of the people. Investment resources for market system development are still limited, not meeting the requirements. On the other hand, some markets operate ineffectively or are not highly effective, the infrastructure is degraded, the water supply and drainage system, fire protection system, and environmental sanitation are still weak. There is no provincial wholesale market to organize links with large goods distribution centers of other provinces and cities in the country.

Along with that, the state management of the market system is still inadequate, some markets are not very effective. The work of inspection, examination and handling of violations of the law in market management is still limited.

Clarifying the opinions reflecting the high risk of fire and explosion at markets in the province, Colonel Tran Ngoc Tuan - Deputy Director of Nghe An Provincial Police expressed his agreement with the opinions of the delegates. According to Colonel Tran Ngoc Tuan, the Provincial Police clearly identified that the risk of market fires and house fires combined with production and business is very high. The Provincial Police have focused on many solutions to resolutely direct the prevention of fires. According to Colonel Tran Ngoc Tuan, in the past time, the Police force has focused on propaganda, raising awareness, especially for comrades in the market management board; propagating to the people. The Police have trained many times, organized drills on situations of fire risk at markets and how to handle the situation. Since the beginning of the year, there has not been any major market fire causing human losses in Nghe An province. The Deputy Director of the Provincial Police proposed solutions for the coming time: The Department of Industry and Trade needs to advise the Provincial People's Committee to review the markets in the area to find solutions to plan in accordance with the new situation, ensuring the standards set by the Ministry of Construction.

For the police force, it will coordinate with departments, branches, and functional forces to continue to focus on inspecting and discovering difficulties, obstacles, shortcomings, and limitations in the process of implementing fire prevention and fighting. In addition, it will continue to propose a number of models and procedures on how to handle fires when they occur to effectively apply them in markets in the province.

In particular, urban areas all have market planning points for people based on the current status of the existing market system. The 16 delegates who raised questions were all clear about the content. Director of the Nghe An Department of Industry and Trade Pham Van Hoa, who answered the questions, had a relatively firm grasp of the content and the field of the industry he was in charge of, responsibly answered the issues raised by the Provincial People's Council delegates, and at the same time clearly analyzed the causes and proposed a number of solutions to better perform these tasks in the coming time.

Concluding this content, comrade Thai Thanh Quy affirmed that the state management of food safety; prevention, control and handling of smuggling and trading of goods of unknown origin; and planning, trading and market management are issues closely related to daily life and people's health. However, this is also a very difficult and quite complicated issue, posing many challenges to the state management of functional agencies and even to each citizen, especially in a province like Nghe An due to its large area, large trade, and uneven living conditions and awareness.

However, the results of the report at the questioning session showed that, in recent times, the authorities have achieved many results in many fields, including the work of preventing smuggling, fighting against counterfeit goods, poor quality goods, etc., which has been highly appreciated by the Central Committee. However, besides the achieved results, there are still shortcomings and limitations in this field. Specifically, the propaganda work has not created a widespread effect, has not changed the culture of the people in the fight against the trading of counterfeit goods, fake goods, poor quality goods, and goods that do not ensure food hygiene and safety. The work of controlling, inspecting, checking, and preventing this field has not been really drastic. The coordination between provincial agencies and localities to clearly define responsibilities is still lacking, and there is even a situation of shifting responsibility. Approaching, transforming market models and having policy mechanisms from planning, calling for social resources to invest in market areas, especially traditional markets and rural markets, have not been clearly effective.

Faced with this situation, the Provincial Party Secretary and Chairman of the Provincial People's Council, Thai Thanh Quy, requested the Provincial People's Committee, relevant departments and localities to pay attention to studying and reviewing the system of legal documents to make recommendations suitable to the specific situation of Nghe An. It is necessary to strengthen propaganda to the people to join the relevant agencies in saying no to dirty food, goods of unknown origin, poor quality goods and counterfeit goods. Continue to promote inspection, control and fight more fiercely against this problem. At the same time, it is necessary to provide the market with clean products and products of guaranteed quality for people to access and use through promoting clean food chains into the market, controlling product quality right from the input, strengthening linkages and stimulating domestic consumption.

Regarding the planning and management of markets in the province, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Thai Thanh Quy suggested that it is necessary to study and call for the construction of additional wholesale market systems. Along with the concern and call for the construction of new market systems in localities to replace the temporary market system, the Department of Industry and Trade also needs to strengthen the training of knowledge on state management for market management boards; at the same time, strengthen coordination, especially with the provincial Steering Committee 389 and localities to effectively fight against the trading of smuggled goods, goods of unknown origin, goods of poor quality, and goods that are unsafe for food safety./.
