Accomplish multiple tasks by knowing how to mobilize resources

On January 11, the Department of Science and Technology (Ministry of Information and Communications) held a conference to review the work in 2023 and deploy tasks for 2024. The conference was attended by Minister Nguyen Manh Hung, Deputy Minister Phan Tam; representatives of leaders of a number of agencies and units in the Ministry of Information and Communications and all 10 officers and civil servants of the Department.

In the context of thin human resources, thanks to the new approach, in 2023, the Department of Science and Technology completed and exceeded 100% of assigned tasks, bringing many values ​​to the activities of the unit, Ministry, industry, and management field.

Specifically, by dividing the work and mobilizing units to participate, the Department has developed and submitted to the Minister for promulgation 7 circulars to serve the Ministry's product quality management work.

Thanks to the mobilization of units within the Ministry and enterprises to participate, boldly asking for opinions from the Ministry's leaders when encountering difficult problems, science, technology and innovation activities also achieved impressive results: Building and publishing 8 technology maps in the fields of information and communication; researching, evaluating and accepting 79 ministerial-level science and technology tasks.

Presiding over the development and publication of 8 technology maps in the fields of information and communication technology is one of the outstanding results of the Department of Science and Technology in 2023.

Also through innovation, the Department has developed and submitted to the Minister for promulgation 5 Vietnamese quality standards QCVN; proposed the Ministry of Science and Technology to promulgate 7 Vietnamese quality standards TCVN on IoT, AI, Big Data; newly designated 3 domestic testing laboratories and newly recognized 3 foreign testing laboratories; researched and determined the direction of standardization of some new subjects such as digital platforms, 6G standardization...

For 2024, the Department of Science and Technology has identified key tasks and proposed directions and methods for work contents in all aspects of its unit.

Acknowledging that in 2023, the Department of Science and Technology has basically overcome difficulties and initially turned challenges into opportunities, Deputy Minister Phan Tam said: The Department has made positive changes in organizing and implementing work, demonstrated through the spirit of applying new things, being more determined in completing tasks; and actively listening and sharing with management subjects, advisory documents for the Ministry's leaders are also more practical.

Deputy Minister Phan Tam also noted that the Department of Science and Technology, in 2024, should pay attention to supplementing forces, training officials; improving industry standards and regulations; continuing to research and contribute to perfecting institutions on standardization, quality management of products, services, and goods to meet specialized characteristics, suitable for the digital transformation period; continuing to update and apply digital technology maps...

Changing awareness and state management of the IT&T sector

At the conference, Minister Nguyen Manh Hung spent a lot of time pointing out the direction and implementation methods not only for the leaders of the Department of Science and Technology but also for all units in the Ministry of Information and Communications, in the spirit of requiring a change in perception, doing things differently or doing the opposite to make the work better, more effective but also easier for officials, civil servants, public employees and workers in the information and communications sector.

Pointing out the management areas of the Ministry of Information and Communications according to the two main areas of technology and communications, the Minister reminded the leaders of the Department of Science and Technology and the heads of agencies and units in the Ministry to work on all areas, instead of just doing the things they are 'familiar with'. Based on a thorough understanding of the functions and tasks of their units, the leaders of the units will direct the implementation of tasks spread evenly across management areas, without leaving any area vacant. It may not be spread evenly in 1 year, but it must be done in 3 years, 5 years.

The Minister also pointed out that the application of science and technology is to solve problems and issues of the industry and the country. Therefore, it is necessary to choose scientific research topics that help solve hot issues and carry out the key tasks of the Ministry. Instead of focusing only on technical technology, it is necessary to pay attention to topics on management science and innovation. Because, many times, innovating management methods and introducing new operating methods brings more value than discovering techniques and technologies.

A new awareness that the Minister especially noted is that instead of spending a lot of time thinking about how to do a difficult task, so there is no time left to do regular tasks; the new way is to devote all your heart to doing regular tasks to perfection and transfer difficult tasks that you cannot figure out to higher-level leaders for guidance on how to do them.

Along with clearly explaining why it is necessary to change the way of doing things, the head of the Information and Communications sector also stated the regulation: “From now on, we will focus on doing regular tasks and tasks that are convenient for us to do well and do them excellently. If we cannot figure out a difficult task after a week, we will forward it to the Ministry's leaders, at which time the Minister will guide us to make the difficult task easy. If the Ministry's leaders cannot solve it, the difficult task will be removed from the plan.”

Emphasizing the two things that state management must do, which are to guide people to do the right thing and to choose the right thing, the Minister pointed out a new way of doing things: Instead of just telling people to do it, units must consider guidance on how to do it as a necessary condition, the first condition, and without this, they cannot continue with the following tasks. The way of guiding must also change, including virtual assistants for people to ask, instead of guiding with manuals, templates and posting on websites as before.

The Minister requested that the Department of Science and Technology need to have a long-term vision like having a 'guiding star' to be consistent over a long journey. In 2024, the Department of Science and Technology will issue a strategy for the development of the Science and Technology sector of the Ministry of Information and Communications to have a development orientation for the next 5 years.

The Department of Science and Technology also needs to note that "the era we are living in is the era of applying science and technology to solve problems and issues of the industry and the country", so we should focus on application rather than research and invention.

Changing the way of doing things, doing things differently or doing things in reverse to improve work efficiency is a consistent requirement in the discussion of Minister Nguyen Manh Hung at the conference. Different from before, the new way now is: Finding excellent knowledge and popularizing that knowledge to the whole people, the whole country; Using the power of information and knowledge to lead; Setting standards and measuring and evaluating is the only way to finish the job; Doing scientific research topics is to solve a specific problem or problem; Guiding network operators and service enterprises to research and develop, making applications to transform industries and fields;

It is necessary to use measurement and publication standards to improve network quality; Consider green development as a mandatory requirement; Use the state budget as a bait and thus help increase funding for scientific research; Consider the lab as a "magnet" to attract research forces; Rank and publish funding, results, and research and development values ​​of units and enterprises to create motivation and attract units; Transform the professional content of standards into easy-to-understand ones to mobilize the entire population to participate in monitoring service quality...
