Food safety issues are increasingly of concern to the Party, the State and the whole society because food safety not only affects current health but also affects the long-term health and illness of people, affecting the stability and socio-economic development of the whole country as well as of localities, including Bac Kan province. According to the synthesis of the Department of Food Safety, in 2024, the whole country had 131 food poisoning cases, 4,796 people were infected and 21 people died. Compared to 2023, there is an increasing trend (7 more cases and 2,677 more people were infected). The rate of food poisoning per 100,000 people is 4.7.
In Bac Kan province, the food poisoning situation has decreased but is not sustainable. Food poisoning incidents occurring in enterprises with many employees, or in schools will greatly affect the health of workers and students; at the same time, with the strong development of information technology and social networks, there has been inaccurate information, which can break out into a media crisis, causing public panic leading to potential political and social instability and security and order.
At the launching ceremony of the "Food Safety Action Month" in 2025, the Provincial Steering Committee requested all levels, sectors, business leaders, school principals, parents, and people of all ethnic groups in Bac Kan province to actively respond to the Food Safety Action Month.
Propose that the Provincial Industrial Park Management Board, business owners with collective kitchens, principals of schools with collective and semi-boarding meals strengthen food safety management; strictly implement requirements on ensuring food safety in the kitchen such as origin, quality of food ingredients and food additives, compliance with hygiene, processing procedures, health, knowledge of people involved in food processing; strive to prevent food poisoning in collective kitchens. The head of the facility must be responsible before the law when a collective poisoning incident occurs.
Chairmen of People's Committees at commune and ward levels shall enhance their responsibility in managing street food businesses . Strengthen inspection, supervision, and require signing of commitments to comply with food safety laws for street food businesses; strive to prevent food poisoning from street food.
Strengthen the organization of inspection of compliance with food safety laws, strictly handle violations; regularly coordinate between departments and branches, especially between the Department of Education and Training and the Department of Health, between schools and health agencies at the same level to organize propaganda, inspection and supervision to ensure food safety at least once a year in each kitchen.
Strengthen the work of preventing food poisoning, especially in collective kitchens and schools. Continue to organize drills to handle collective food poisoning cases. The Department of Health coordinates with the Management Board of Industrial Parks and schools to advise the Steering Committee at the same level to organize drills to handle food poisoning cases in accordance with the scale of the unit's collective kitchen.
The implementation of activities during the Food Safety Action Month must be synchronized from the provincial level to the grassroots level, to collective kitchens, to each enterprise, food production and trading establishment and to the people.
