Rally in response to "Month of action against drugs" and "National day against drugs" in 2024

In recent times, with the attention and direction of the Provincial Party Committee, People's Council, Provincial People's Committee and local Party committees and authorities, drug prevention and control work in the province has achieved important results. Awareness and responsibility of all levels, sectors, political systems and people for drug prevention and control work have been raised; investigation, prosecution and trial of drug-related crimes have been conducted promptly, strictly and in accordance with the law.

However, currently, the situation of crimes and violations of environmental laws tends to become more complicated. From 2023 to the first 6 months of 2024, the authorities have detected and arrested 198 cases/324 subjects committing environmental crimes; prosecuted 195 cases/309 defendants; established records to send 99 subjects to compulsory drug rehabilitation facilities. As of June 5, 2024, the whole province has 606 people illegally using environmental substances, people addicted to environmental substances and 53 people under management after environmental rehabilitation. There are 52/65 communes/wards/towns with environmental crimes, accounting for 80% (including 07 communes/wards/towns with key and complicated environmental cases of type III).

Speaking at the ceremony, the Vice Chairman of the Provincial People's Committee requested departments, branches, sectors, organizations at all levels, and local authorities to continue to identify the work of preventing and combating environmental crimes as one of the key, urgent, regular, and long-term tasks. The work of preventing and combating environmental crimes must be under the direct leadership of Party committees at all levels, the management and administration of authorities at all levels, mobilizing the combined strength of the entire political system and all classes of people; seriously and effectively organizing the implementation of Directives and Resolutions of the Party, the National Assembly, Strategies and Programs of the Government on the work of preventing and combating environmental crimes; promoting propaganda work on environmental prevention and combat in general and drug addiction treatment and post-treatment management in particular in communes/wards/towns, with diverse and effective contents and forms. The police force, together with the Department of Labor, War Invalids and Social Affairs, Health, and local authorities, will review, compile statistics, and accurately assess the situation of drug addicts, illegal drug users, and people who have been rehabilitated in the area; take strict management measures to prevent drug addicts, illegal drug users, and people who have been rehabilitated from violating the law.

The Provincial Police, the Provincial Border Guard Command, together with relevant forces, carried out a peak period of attacking and suppressing crimes and violations of environmental laws in the area. The People's Committees of districts and cities paid attention to implementing measures to ensure community reintegration for drug addicts and environmental criminals; replicated support models, created conditions for drug addicts, illegal users of environmental substances and people who have been cured of drug addiction to reintegrate into the community.
