Over the 20 years of construction and development, with the attention and leadership of the Provincial Party Committee, People's Council, Provincial People's Committee, Ministry of Natural Resources and Environment, close coordination of departments, branches, People's Committees of districts and cities and the support of people and businesses, the Natural Resources and Environment sector of Ninh Binh province has achieved many proud achievements, making important contributions to the process of socio-economic development, ensuring national defense - security, social security, serving the goal of sustainable development, creating a favorable environment for production, business, attracting investment resources of society.

At the ceremony, delegates reviewed the 20-year journey of development and growth of the Department of Natural Resources and Environment. Since its establishment, the unit has encountered many difficulties in terms of organizational structure, staff, civil servants, and public employees; and lack of facilities and working equipment. Up to now, the organizational structure, staff, civil servants, and public employees have grown and matured, increasing 3 times compared to the time of establishment. The quantity and quality of civil servants and public employees have been improved annually to meet the requirements of tasks in the new situation.

Identifying the management of natural resources and environmental protection, and response to climate change as issues of special importance; this is one of the top tasks of the entire political system and also a very large management field with many difficulties, the Department of Natural Resources and Environment has performed well the function of advising local Party committees and authorities in the leadership, direction, operation, state management of sectors, fields, planning, management plans, use and exploitation of natural resources; basic investigation work, building environmental resource databases; maximizing the potential and advantages of ecotourism; notably the work of advising on planning, land use plans, creating land funds, and an environment to attract investment. Environmental protection work has created a strong change in awareness and action, shifting from passive thinking, response, and remediation to proactive prevention, control, and environmental restoration. Advise, control and effectively limit the increase in environmental pollution, resource degradation and biodiversity loss; improve the quality of living environment in the province.

The environmental targets and objectives set out in the province's socio-economic development plan have all met the requirements, notably the targets on the rate of collection and treatment of urban solid waste, the rate of industrial parks with centralized wastewater treatment systems, the rate of medical waste collected and treated, etc. are increasing, contributing to reducing pollution and improving environmental quality...

Looking back on the journey of construction and development over the past 20 years, the Department of Natural Resources and Environment has always affirmed its role as an important professional agency, helping the Provincial People's Committee to unify and comprehensively manage natural resources, protect the environment and respond to climate change; contributing more and more to socio-economic development, making an important contribution to the successful implementation of the Resolution of the 13th National Party Congress, the Resolution of the 22nd Provincial Party Congress and the 5-year and annual socio-economic development plans of the province.

The Chairman of the Provincial People's Committee stated: The province has been focusing on implementing socio-economic development tasks with the strategic perspective of "fast and sustainable", urban development with the focus on "Ancient Capital - Heritage Urban Area", taking the preservation and promotion of the value of cultural and historical heritage, the fine traditions of the people, the land of the Ancient Capital and the global value of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex as the foundation, resources and driving force for development to become a national cultural - historical and tourist center of international significance. Implementing strategic breakthroughs associated with innovation of the growth model, focusing on building synchronous infrastructure, especially regional and inter-regional connecting traffic infrastructure, creating new development space and developing tourism and services.

To achieve the above objectives, it is required that the state management of natural resources and environment of the province must be more strict and effective, harmoniously solving the problem between economic and social development and heritage conservation, environmental protection, effectively managing and using natural resources, proactively responding to climate change for sustainable development. From there, we can open up, liberate and effectively use natural resources and the environment for socio-economic development.

He suggested that the Natural Resources and Environment sector should continue to promote the spirit of solidarity, determination and efforts to successfully complete the goals of the 2021-2025 period. Closely follow the reality to implement the sector's tasks to ensure focus and key points, identify important and urgent matters that need to be resolved to promptly develop a roadmap and implementation plan.

Strengthen the proactive advisory work for the Provincial People's Committee on management to improve the efficiency of natural resource use, planning, plans, and industry development strategies to ensure timeliness and feasibility to meet the socio-economic development requirements of the province.

Pay more attention to environmental protection, strengthen management of mineral exploitation activities, preserve landscapes, conserve nature and biodiversity to serve tourism development and the province's sustainable development strategy. Research and propose effective solutions to respond to the risk of water resource depletion and degradation.

Continue to promote administrative reform, focusing on reforming administrative procedures in professional activities towards "one-stop shop", "one-stop shop", promoting digital transformation and applying information technology to professional processes, creating the most favorable conditions for people and businesses.

Continue to review, consolidate and perfect the organizational structure of affiliated units.
