VHO - On the morning of February 7, the Department of Culture, Sports and Tourism of Binh Dinh coordinated with the People's Committee of Quy Nhon City to organize a ceremony to receive the certificate of National Intangible Cultural Heritage for the Van Dam Xuong Ly Fishing Festival.

This event is a source of pride and an opportunity for the community to honor the heritage of the Van Dam Xuong Ly Fishing Festival; to honor the coastal community, especially the artisans who have contributed to the preservation and promotion of heritage values, as well as to enhance the responsibility of passing on heritage between generations and practicing heritage in contemporary life.
As a passionate person and a member of the ancient Nhon Ly fishing community in present-day Quy Nhon City, and also an artisan in practicing and teaching the traditional religious rituals of the Van Dam Xuong Ly Festival, Mr. Nguyen Kim Chuc (a member of Van Dam Xuong Ly) was delighted to hear that this traditional festival was recognized as a National Intangible Cultural Heritage.
At the ceremony to receive the National Intangible Cultural Heritage Certificate, artisan Nguyen Kim Chuc was moved and expressed his deep gratitude for the attention of the Party and State leaders and all levels and sectors for the protection and promotion of the intangible cultural heritage values of Nhon Ly peninsula in recent times.
“Van Chai would also like to remember the great contributions and express deep gratitude to the predecessors, artisans, researchers... who have contributed to creating, preserving and promoting the value of the Van Dam Xuong Ly Fishing Festival so that our later generations can inherit the fruits of this precious heritage,” this artisan shared and promised to strive, work, and be creative to devote his efforts, intelligence and abilities to preserving and promoting the Xuong Ly heritage in the process of socio-economic development, so that the Xuong Ly Fishing Festival always has a sustainable vitality and increasingly spreads and promotes its beauty to the coastal island community and tourists from all over the world.
In addition, Mr. Nguyen Kim Chuc hopes that the leaders of the Party, State and local authorities at all levels will continue to pay attention and issue plans to protect and promote values, and appropriate policies to encourage artisans, promote the preservation and promotion of the value of this traditional festival worthy of a national intangible cultural heritage.
Spread and promote heritage values
The Van Dam Xuong Ly Fishing Festival was born with the formation of Truong Lang - the first Vietnamese mausoleum established in Quy Nhon at the beginning of the Nguyen Dynasty, located in the area of Ly Hoa village today. Historical records show that Truong Lang was founded in 1815 at the latest.
In 1839, Xuong Ly village was officially registered, the village officials chose a new sacred and dignified location to rebuild and build a new Ong Nam Hai Xuong Ly Mausoleum on the slope of Don mountain in Ly Chanh village today and from Truong Lang fishermen held a ceremony to welcome the spirit to the newly rebuilt Ong Xuong Ly Mausoleum in 1839.
Over time, the fishing village of Vung Nom - Xuong Ly, Quy Nhon City, Binh Dinh Province has many cultural features typical of the coastal area taking place in Van Dam such as in Ong's tomb, in Xuong Ly communal house and traditional institutions in this place, especially the Van Dam Xuong Ly fishing festival is an important annual event of fishermen in Nhon Ly coastal area, a type of intangible cultural heritage that is always preserved, promoted and spread in the fishing community.
The festival is large-scale and closely associated with local fishermen. Every year, the official festival is held for 3 days (9, 10 and 11 of the first lunar month) and today it is extended to organize folk activities and performances of Hat Boi, Bai Choi, and folk cockfighting.
The Van Dam Xuong Ly Fishing Festival clearly shows the connection between the present and the past and spreads into the future through activities, is an opportunity for people to understand more about the seaport land at that time and the role of Van Dam in the economic and cultural life of Binh Dinh over the centuries, once a stopover on the Silk Road at sea, once a Cham fishing village, today Van Dam carries many cultural sediments and all classes of fishermen always show responsibility to preserve and promote.
Speaking at the ceremony, Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tu Cong Hoang said: With its unique cultural values, the Van Dam Xuong Ly Fishing Festival, located in Nhon Ly commune, Quy Nhon city, has been recognized by the Ministry of Culture, Sports and Tourism as a national intangible cultural heritage in Decision No. 3994 dated December 10, 2024.
This is the sixth national intangible cultural heritage of Binh Dinh province to be honored, following the heritage of Binh Dinh Traditional Martial Arts, Binh Dinh Hat Boi, Binh Dinh Bai Choi Art, Ba Pagoda Festival - Nuoc Man Port (Phuoc Quang commune, Tuy Phuoc district), Phu Gia Horse Hat Making Craft (Cat Tuong commune, Phu Cat district).
The honor will enhance responsibility and contribute to raising awareness of the value of the intangible cultural heritage of the Van Dam Xuong Ly Fishing Festival; affirm the continuation and spread of traditional beauty in the spiritual life of the local community, respect the heritage value in Binh Dinh land, contributing to creating cultural diversity in the overall values of Vietnamese cultural heritage.
In order to carry out the tasks prescribed by the Law on Cultural Heritage and the legal system related to the heritage of the Cau Ngu Festival of Van Dam Xuong Ly, Mr. Nguyen Tu Cong Hoang suggested that Quy Nhon City proactively coordinate with the Department of Culture, Sports and Tourism, and related sectors to carry out the tasks of overall planning, detailed planning of the sacred space of the Festival, especially the area of Ong Nam Hai Lang area of Van Dam Xuong Ly, Xuong Ly fishing wharf in particular, Van Dam Xuong Ly in general to ensure inheritance, ensure environmental and landscape criteria.
Along with that, promote the dissemination and promotion of the Festival's value, connect with organizations and travel companies to have plans to serve the sightseeing and learning needs of domestic and international groups, associated with sustainable tourism development.
“Propose plans and programs to protect and promote values, call for support, connect with localities and economic organizations that are associated with the heritage values of the Festival. Honor individuals and communities that have made many contributions to preserving, practicing, protecting and promoting the heritage values of the Cau Ngu Van Dam Xuong Ly Festival,” the leader of Binh Dinh province requested.
