Seeking feedback to determine provincial science and technology tasks

The leaders of the Vietnam Fatherland Front Provincial Committee concluded the social criticism conference.

The Draft Regulation on determining provincial-level S&T tasks; selecting and directly assigning organizations and individuals to perform provincial-level S&T tasks using the state budget in the province includes 03 articles attached to the Decision with 4 chapters and 26 articles. The main content of the draft Decision is on the effective date; organizations and individuals responsible for implementation; transitional provisions. The basic content of the draft Regulation attached to the Decision is on the scope of regulation, applicable subjects and interpretation of terms; order and procedures for determining and approving provincial-level ordered S&T tasks; order, procedures, methods for selecting, directly assigning, and appraising funding for provincial-level S&T tasks...

In the comments at the conference, delegates basically agreed with the draft content and at the same time gave additional comments on the basis and necessity of issuing the Decision. Delegates gave their opinions on the following contents: Scope of regulation and applicable subjects; principles for developing order proposals; procedures for proposing and ordering provincial-level science and technology tasks; organization of determining provincial-level science and technology tasks related to state secrets; wording corrections... Representatives of the Department of Science and Technology (the drafting agency) discussed and clarified some opinions of the delegates. The unit would like to synthesize, accept, consider editing, supplementing and respond in writing to the remaining opinions.

Representatives of the Provincial Union of Science and Technology Associations participated in giving comments.

Concluding the conference, the leader of the Vietnam Fatherland Front Committee of the province thanked the delegates for their comments and suggested that the drafting agency promptly edit and supplement the missing content to complete the draft Decision and the accompanying draft Regulation.
