On the afternoon of October 14, the National Assembly Delegation of Thanh Hoa province held a conference to collect comments on the draft Law on Urban and Rural Planning. Attending the conference were National Assembly deputies of Thanh Hoa province's National Assembly Delegation; representatives of the provincial Fatherland Front Committee, provincial departments, branches and sectors, and districts, towns and cities.
At the conference, delegates said that the current draft Law on Urban and Rural Planning has many new points, combining the Law on Urban Planning and the Law on Construction into one, ensuring consistency and clarity in implementation steps. At the same time, the draft Law also strengthens decentralization and delegation of authority in the preparation, appraisal, approval and adjustment of urban and rural planning; increases the responsibilities and obligations of the authorities directly managing...

Participating in giving comments on the draft Law on Urban and Rural Planning, delegates said that the draft Law has provisions on general district planning, so it is not necessary to establish general commune planning. They proposed to include specific provisions for communes in the general district planning, and to determine economic and technical indicators as a basis for implementing detailed planning.

It is recommended to consider regulating the level of priority and the relationship in making urban and rural planning, especially the relationship between rural planning for districts and communes and urban planning for towns, townships and new urban areas.

Delegates also said that the content of "functional areas" determined in development areas according to other functions oriented and determined in sectoral planning or regional planning or provincial planning or general urban planning or general district planning is not clear, causing difficulties for localities in implementation; therefore, the proposals to specify some other functions mentioned above in the draft Law.

In addition, for the planning task, the delegates proposed to only seek opinions from community representatives because the contents that the community needs to see to give opinions are not specific (there is no specific planning content and people will not have the expertise to participate in giving opinions on the requirements of the planning project). It is recommended to decentralize the approval of tasks and town planning to the District People's Committee, without having to ask for opinions from the specialized agency in charge of urban and rural planning under the Provincial People's Committee...

Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Mai Van Hai acknowledged the delegates' comments on the draft Law on Urban and Rural Planning. The comments will be received, compiled, and forwarded to the drafting agency for consideration and submission to the 8th Session of the 15th National Assembly so that when the Law is promulgated, it will be implemented in the most effective manner.
