Consulting on the draft Law on Archives (amended)

On April 9, the provincial National Assembly delegation held a conference to collect comments on the draft Law on Archives (amended).

The draft Law on Archives (amended) consists of 8 chapters with 65 articles, compared to the draft Law submitted to the National Assembly at the 6th session, 1 chapter and 3 articles are reduced, including merging Chapter III and Chapter IV into Chapter III (new); removing 12 articles, adding 11 articles; separating and merging 9 articles into 7 new articles and amending the remaining articles. Basically, the Law has closely followed the major policies approved by the National Assembly in the proposal to develop the Law, consistent with the goals and viewpoints set out when developing the draft Law, specifically promptly institutionalizing the Party's policy at the 13th National Congress on the legal system must promote innovation, digital transformation and development of new products and services; Overcoming shortcomings and limitations in the implementation of the 2011 Law on Archives, contributing to better ensuring citizens' right to access information as prescribed by the Constitution, and at the same time, implementing the orientation of promoting the socialization of archival activities, building an archival society and an archival nation.

The leader of the provincial National Assembly delegation spoke at the conference.

At the conference, delegates basically agreed with the content of the draft Law, and at the same time gave some comments such as: It is necessary to shorten the deadline for submitting documents to historical archives to create conditions for people to access archives sooner and promote the value of archives in Clause 3, Article 17; there must be regulations on electronic archives to promote the application of information technology in archival activities, meeting the requirements of administrative modernization and international integration in Section 3, Chapter III; there should be binding institutions between levels in performing the responsibility of state management of archives in Clause 6, Article 58; it is necessary to carefully assess the necessity of continuing to maintain the issuance of archival practice certificates in the draft Law; improve the quality and qualifications of the team performing archival work; review and consider building a central archive warehouse of the province...

On behalf of the National Assembly Delegation of the province, comrade Dang Thi My Huong acknowledged and accepted the opinions of the delegates, and will synthesize them to submit to the National Assembly Standing Committee in the coming time.
