The People's Committee of Hai Phong City and the People's Committee of Hai Duong Province have coordinated to develop and complete the draft project to merge Hai Duong Province and Hai Phong City and collect voters' opinions since April 19.
According to the arrangement plan, it is expected to establish Hai Phong City directly under the Central Government on the basis of merging Hai Duong province and Hai Phong City.
After the merger, the new Hai Phong City will have an area of 3,194 km2 and a population of 4,664,124 people, meeting the standards on natural area and population of a centrally-run city as prescribed in the Resolution of the National Assembly Standing Committee; ensuring the orientation on standards of provincial-level administrative units formed after the arrangement as prescribed in Article 4 of Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee.
To the north, it borders Bac Giang province (expected to be the new Bac Ninh province), to the south, it borders Thai Binh province (expected to be the new Hung Yen province), to the east, it borders Quang Ninh province, to the west, it borders Bac Ninh province and Hung Yen province.
The location of the new Hai Phong City Political - Administrative Center is currently being completed in Thuy Nguyen City.
Both localities are located in the Red River Delta region, with terrain that is mainly low, flat plains, favorable for industrial, agricultural and transportation development.
The two localities have administrative boundaries adjacent to each other with an administrative boundary length of 97.8 km. Hai Duong province has districts adjacent to Hai Phong city such as Thanh Ha, Tu Ky, Kim Thanh and Kinh Mon town. Hai Phong city has districts, towns and cities adjacent to Hai Duong province such as An Duong, An Lao, Tien Lang, Thuy Nguyen, Vinh Bao.
The two localities have a transportation system such as National Highway 5 and the Hanoi - Hai Phong Expressway connecting the two provinces, creating favorable conditions for people to travel after the arrangement. In addition, Hai Phong City has Cat Bi International Airport, a railway system connecting two corridors, an economic belt between Vietnam and China.
In terms of economic structure, both provinces and cities have similar economic structures with the proportion of industry, construction and services reaching over 74%, all of which are key industrial areas.
Hai Duong province currently has 542 FDI projects in operation with a total capital of more than 10.3 billion USD, many large industrial parks are strongly attracting investors; the province aims to develop 33 industrial parks and a specialized economic zone along the Hanoi - Hai Phong highway by 2030.
Meanwhile, Hai Phong is an industrial production center with a double-digit economic growth rate for 10 consecutive years, the industrial - construction structure accounts for about 53% of GRDP, attracting many large corporations in the fields of electronics, automobiles, and electrical equipment.
Regarding development orientation, both localities have had their planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister.
Accordingly, by 2030, Hai Phong City is oriented to become a large seaport city, leading the country in industrialization, modernization and digital transformation; a driving force for development of the Northern region and the whole country; with modern, smart and sustainable industry; the material and spiritual life of the people is constantly improved to be on par with typical cities in Asia.
Hai Duong province is also oriented to achieve some basic criteria of a centrally-run city by 2030. By 2050, it will become a centrally-run city.

The documents serving the collection of voters' opinions will be posted on the electronic information portal of the Provincial People's Committee and the District People's Committee when completed and agreed upon. At the same time, they will be posted at the headquarters of the District and Commune People's Committees, village cultural houses, and residential groups, and will be disseminated and disseminated on local mass media, at village and residential area meetings during the period of collecting voters' opinions.
Districts, towns and cities in Hai Duong province have also conducted voter consultation on the projects.
Voters' opinions will be collected by distributing ballots to each household in each voting area of each village and residential area and is expected to be completed before April 21.
