
New urban chaos
Dien Nam - Dien Ngoc (Dien Ban town) is currently the only truly new urban area in the province. However, after about a quarter of a century of formation and development, Dien Nam - Dien Ngoc is still struggling to complete the infrastructure and urban appearance.
Since June 2024, the People's Committee of Quang Nam province has adjusted the implementation schedule with an "ultimatum" for more than 10 slow-progressing urban area projects in this area. In addition, dozens of other projects are being implemented at a slow pace, leaving their "fate" open to time.
New urban areas are an important driving force to promote the province's urbanization process, contributing significantly to the goal of raising the urbanization rate in Quang Nam to more than 37% by 2025 and more than 40% by 2030.
The approved planning of Quang Nam province for the period 2021 - 2030, with a vision to 2050, has established that by 2025, 4 new urban areas will be formed in the province: Duy Nghia - Duy Hai (Duy Xuyen), Binh Minh (Thang Binh), Dai Hiep (Dai Loc), Tam Dan (Phu Ninh). But as time has gradually passed towards the end of 2024, everything is still very messy.
Among these, Duy Hai - Duy Nghia is the area that has the most similarities with the new urban area of Dien Nam - Dien Ngoc. Located in the coastal area, adjacent to bustling urban areas, both Duy Hai - Duy Nghia and Dien Nam - Dien Ngoc also have planning boundaries beyond the scope of a commune/ward level administrative unit.
However, Duy Hai - Duy Nghia has also had many backlogs, mainly related to planning and land work, which need to be resolved soon to avoid repeating the vicious scenario like the new urban area of Dien Nam - Dien Ngoc.
Mr. Nguyen Van Hoang - Head of the Economic and Infrastructure Department of Duy Xuyen district said that in the past, people often considered Duy Hai - Duy Nghia as an urban area. However, this area is not yet an urban area because it has not been legally guaranteed.
In fact, the technical infrastructure in Duy Hai - Duy Nghia is only stable in resettlement areas and within the scope of the Nam Hoi An project. In the remaining areas, although Duy Xuyen district has invested quite a lot, compared to urban technical infrastructure standards, it is still not guaranteed.
Confused about the concept of new urban areas
Currently, the definition of urban areas according to the draft Law on Urban and Rural Planning is different from the 2009 Law on Urban Planning. According to the Law on Urban Planning, urban areas are simply and concisely defined as cities, towns, and townships.

According to Mr. Ngo Ngoc Hung - Deputy Director of the Department of Construction, the old regulations on urban areas are associated with administrative levels, while the new regulations are quite abstract and difficult to define. In addition, the concept of a new urban area is an urban area expected to be formed in the future, which is inconsistent with the above definition of urban area.
“New urban areas need to be understood as completely new, not developed on any foundation. Currently, urban areas developing from district centers to towns or from towns to townships have the shape of streets themselves, so they should not be included in the concept of new urban areas.
Newly formed towns in Quang Nam, for example To Vieng urban area (Tay Giang), will soon be considered new urban areas. At that time, the procedures for planning new urban areas will be very complicated. Any procedures must be approved by the Ministry of Construction," said Mr. Hung.
In the coming years, many rural areas in the province will transform into cities according to the goal of urbanization as well as adapt to the laws of social development. Determining whether it is an urban area or a new urban area will greatly affect the planning, management and development of the city.
