The working group is responsible for researching and supporting relevant parties on the overall investment plan for Lien Chieu port area, Da Nang seaport - the investment call part, ensuring compliance with the strategy, planning, socio-economic development plan, industry and sector development, as well as compliance with the provisions of the law on investment and other relevant laws.
At the same time, provide general guidance to investors on documents and procedures during the process of investors researching and proposing investment in Lien Chieu wharf area, Da Nang seaport according to the provisions of law on investment.
Members will be responsible for performing assigned tasks, fully participating in meetings, as well as researching and contributing professional opinions on issues raised for discussion.

In September 2024, the People's Committee of Da Nang City sent a document to the Ministry of Transport proposing to adjust the planning of Lien Chieu port. In particular, Da Nang proposed that the Ministry of Transport study the planning of Lien Chieu port area with 3 main ports: Lien Chieu container port; Lien Chieu general, container and bulk cargo port; Lien Chieu liquid and gas cargo port.
Specifically, Lien Chieu container port will have a scale of 8 wharves with a total length of 2,750m, capable of receiving ships up to 18,000 TEU (200,000 DWT), and an additional 700m of wharf to receive ships with a tonnage of up to 5,000 tons. By 2030, it is expected to develop from 2 to 4 wharves, of which the initial 2 wharves will be able to handle cargo volumes from 7.5 to 11.9 million tons, while the remaining 2 wharves will be developed based on international container transit needs.
Lien Chieu general, container and bulk cargo port is planned with 6 wharves, total length of 1,550 m, capable of receiving ships up to 100,000 DWT and 500 m of wharf to receive ships of 5,000 tons. The project will be invested and put into operation gradually after 2030 to convert the functions of Tien Sa and Tho Quang wharves, and at the same time meet the demand for cargo transportation in the region.
Lien Chieu liquid and gas terminal consists of 8 wharves. By 2030, it is expected to build 4 wharves to relocate the current liquid buoy terminals, and 1 to 2 wharves to serve the new LNG and LPG storage warehouse in Lien Chieu, meeting the national petroleum and gas storage infrastructure development plan.
Currently, the Prime Minister has assigned the People's Committee of Da Nang City to urgently implement procedures to organize the selection of qualified investors to invest in the construction and business of ports, ensuring publicity, transparency and compliance with the provisions of the Law on Bidding, the Law on Land and related regulations. At the same time, it is responsible for ensuring the progress of putting the ports into effective operation in sync with the shared infrastructure.
According to the Ministry of Transport, the Lien Chieu port construction project - the shared infrastructure part is being invested and constructed by the Da Nang City Priority Infrastructure Investment Project Management Board (investor) (including breakwaters, shipping channels, port access roads...) and is expected to be completed in November 2025.
According to the Ministry of Transport, the construction and operation time of the two starting wharfs of Lien Chieu wharf area for container ships with a capacity of 100,000 tons (8,000 Teu) and a scale of 750m will take about 2-3 years.
Vietnam Maritime Administration is assigned the responsibility to continue to closely coordinate and provide timely support during the process of Da Nang City People's Committee directing the implementation of the investment project for the construction of Lien Chieu Port - the shared infrastructure part and the investment calling part.
