Identifying the first action in digital transformation as changing awareness, Lap Thach District People's Committee has directed the District Department of Culture and Information, relevant agencies and units to strengthen propaganda to cadres, civil servants, public employees, enterprises and people about the meaning of digital transformation, thereby changing awareness, considering digital transformation as a real opportunity, actively applying the achievements of digital transformation to serve their own agencies, units, the community and society.
Adhering to the requirements and targets on digital transformation directed by the Provincial Party Committee and Provincial People's Committee, Lap Thach focuses on developing digital infrastructure one step ahead to ensure readiness and create momentum for the development of digital government, digital economy and digital society.
Up to now, the telecommunications transmission network infrastructure in the district has been 100% fiber optic, connecting to all communes and towns. 100% of mobile information receiving and transmitting stations in the district have covered 3G and 4G mobile signals.
Information technology (IT) infrastructure has been gradually developed. All departments, agencies, and branches of the district, and the People's Committees of communes and towns are connected to broadband Internet. LAN networks are upgraded and regularly maintained to ensure smooth access.
The district also connects to the Government's specialized data network, the National Centralized Payment Gateway and is ready to connect to the databases of central ministries and branches; establishing a shared, integrated platform for the province and district.
The software serving management and operation work has been actively and effectively deployed by the District People's Committee. Currently, 100% of units and localities in the district exchange, create, process, and digitally sign documents and work records in the electronic environment; 100% of administrative procedures are received and processed on the electronic one-stop information system...
Many applications on digital platforms have been deployed and applied effectively such as electronic invoices; health records; electronic identification and authentication; online teaching...
The district currently has 22 online video conferencing points serving online meetings from the central to provincial, district, commune and town levels, ensuring flexibility, convenience, efficiency, and saving time and money.
Along with that, human resources serving digital transformation in the area are interested in training and fostering in direct and online forms, gradually improving skills and qualifications in data exploitation and digital technology application.
Network information security and safety are ensured by effectively implementing solutions on data security, connectivity, operation, and security for applications and databases of the province and sectors with a modern, synchronous system of equipment and software.
The District's Electronic Information and Communication Portal is operated and regularly updated with data according to regulations, promptly posting public information and online public services, contributing to improving transparency and meeting the information access needs of organizations, businesses and people.
E-commerce activities in the area have developed strongly, the number of people with electronic accounts is constantly increasing, meeting the demand for online shopping.
85% of mini supermarkets and stores use POS machines and cashless payment devices; 68% of stores have QR codes to serve people paying via Internet banking accounts; 65% of people aged 18 and over have transaction accounts at credit institutions.
100% of small and medium enterprises in the district use electronic invoices. Enterprises also actively participate in programs to disseminate knowledge about digital technology, digital economic models, and innovation on digital platforms.
Thanks to the focus on implementing many synchronous solutions, the district's digital transformation results in 2023 have made a spectacular breakthrough. From 5th place out of 9 districts and cities in 2022, Lap Thach rose to the top position in the digital transformation rankings of localities in the province in 2023 with 744.213/1,000 points, 161.8 points higher than in 2022 and 113 points higher than the maximum score of the leading locality in 2022.
17/17 targets and tasks of digital transformation of the district have been achieved and exceeded the plan. Of which, 2/9 component criteria groups of Digital Economic Activities and Digital Government Activities of the district ranked first in the province.
However, the digital transformation process of Lap Thach district still faces many difficulties. Although the information technology infrastructure has been invested in, many devices have degraded and are difficult to meet the needs of processing work in the electronic environment. Most of the staff in charge of information technology are part-time staff, with limited qualifications and skills; the awareness of a part of the population about the benefits of digital transformation is not timely...
Promoting the achieved results, in the coming time, Lap Thach district will continue to promote communication work, raise awareness, digital skills and enhance interaction between the government and people and businesses.
Propaganda and guidance for people and businesses to continue exploiting and using online public services. Strengthen coordination in deploying and selecting advanced technology solutions such as cloud computing; Internet of Things; block data; automation; artificial intelligence... to centrally manage information systems and shared databases throughout the district, meeting the requirements of deploying digital government, smart cities and ensuring information security.
Pay attention to and promptly allocate budget resources and increase the mobilization of socialized resources for investment and support in the field of information technology; have appropriate incentive mechanisms to encourage and attract human resources to serve digital transformation.
Step by step perfecting e-government, moving towards digital government, developing smart cities, digital economy, digital society, promoting socio-economic development in the area.
