The main development goal of the Southern Hai Phong Coastal Economic Zone is to maximize the advantages of its international gateway location, industrial development foundation, and seaport services in connecting economy, trade, and services with neighboring areas and internationally.

Closely combine investment attraction and economic development with ensuring national defense and security, preserving and promoting the value of marine ecosystems, historical and cultural relics and ensuring social security.

Building and developing the Southern Hai Phong Coastal Economic Zone into a comprehensive, multi-industry, multi-functional coastal economic zone, following the model of green growth, circular economy, and sustainable development. Focusing on high-tech industry, modern seaport services and logistics.

The new economic zone is the main driving force for economic growth in Hai Phong City with synchronous infrastructure, transparent, open and favorable investment and business environment. Hai Phong Southern Coastal Economic Zone is deployed in 5 districts: Do Son, Kien Thuy, Tien Lang, An Lao, Vinh Bao.

This is a pioneering marine economic center with a supporting function, connecting with other coastal economic zones, creating development momentum for the Red River Delta. Creating jobs, training and improving the quality of human resources, increasing income for workers.

Accordingly, from now to 2025, the general planning of the Economic Zone will be organized and submitted to competent authorities for approval; the planning of functional zoning in the economic zone will be organized and approved; and a number of traffic infrastructure and technical infrastructure projects will be invested.

In the period of 2026 - 2030, investment will be deployed to build functional areas in the economic zone; Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside the fences of industrial parks and industrial clusters, road traffic projects, social housing and other social infrastructure works. The remaining investment items will be deployed in the period after 2030.

Ensure the socio-economic efficiency of the economic zone towards sustainable development through solving social security issues and job conversion for people whose land is recovered.

Simulation of functional subdivisions in the South Do Son Coastal Economic Zone, Hai Phong.

Deputy Prime Minister Tran Hong Ha also requested ministries and branches, according to their assigned functions, tasks and powers, to coordinate and support Hai Phong City in implementing the Project to establish the Southern Hai Phong Coastal Economic Zone. The Ministry of Natural Resources and Environment noted to monitor and inspect compliance with regulations on environmental protection, principles and regulations on sea encroachment activities, regulations of the law on forestry, land and indicators for land use conversion.
