Establishing a Council to appraise the planning of railway routes and stations in the key areas of Hanoi City

The Council for Appraisal of the Planning of Railway Routes and Stations in the Hanoi City Hub Area consists of 26 members, chaired by Mr. Nguyen Danh Huy, Deputy Minister of Transport.

The Minister of Transport has just signed a decision to establish a Council for Appraisal of Planning for Railway Routes and Stations in the Hanoi City Hub Area.

The Council consists of 26 members, including leaders of the Vietnam Railway Authority; the Operations Department of the General Staff, Ministry of National Defense; the Department of Economic Security, Ministry of Public Security; the Department of Urban Infrastructure Development, Ministry of Planning and Investment; the Department of Technical Infrastructure, Ministry of Construction; the Department of Technology Assessment, Appraisal and Inspection, Department of Planning and Finance (Ministry of Natural Resources and Environment); the Department of Planning, Ministry of Industry and Trade; the Department of Technology and Infrastructure, State Capital Management Committee at Enterprises; the Hanoi Department of Transport; the Hanoi Department of Planning and Architecture; the Vinh Phuc Department of Construction; the Ha Nam Department of Transport; the Bac Ninh Department of Transport; the Hung Yen Department of Transport; the Thai Nguyen Department of Transport and leaders of a number of advisory agencies of the Ministry of Transport.

The two reviewers of the Council are Mr. Le Cong Thanh, PhD, Director of the Railway Industry Institute - Institute of Transport Science and Technology; Nguyen Van Binh, expert, Chairman of the Vietnam Railway Economics and Transport Association.

The Vietnam Railway Authority is assigned to be responsible for providing full information and documents to the members of the Appraisal Council during the working process and ensuring the working conditions and operating expenses of the Council according to regulations.

In the draft of the Hanoi Central Railway Planning, the Vietnam Railway Authority proposed to renovate and maintain the operation of 5 existing radial railway lines including: Hanoi - Ho Chi Minh City; Hanoi - Hai Phong; Hanoi - Dong Dang; Hanoi - Lao Cai; Hanoi - Thai Nguyen. Converting the functions of national railway lines in the inner city including the following lines: Ngoc Hoi - Hanoi Station - Yen Vien; Gia Lam - Lac Dao.

Construct 4 new routes on the corridors including: Hanoi - Ho Chi Minh City (high-speed railway); Lao Cai - Hanoi - Hai Phong; Hanoi - Lang Son; Hanoi - Quang Ninh (based on the Pha Lai - Ha Long - Cai Lan route).

Developing a belt railway system along the 4th belt road including: the Eastern belt connecting from Ngoc Hoi - Lac Dao - Bac Hong - Thach Loi; the Western belt connecting from Ngoc Hoi - Thach Loi.

Regarding the planning of the train station system in the Hanoi city hub area, the Vietnam Railway Authority proposed to plan Yen Vien station as a passenger transport hub for trains heading West, Northwest, North (connected to urban railway line No. 1), with a scale of about 48.5 hectares.

Yen Thuong Station is the northern terminal station for freight trains for the Northern Red River railway, including routes to Lang Son, Cai Lan, Thai Nguyen, and is responsible for the train station function for all routes to the North, Northwest, and West, with a scale of about 47.5 hectares (land in Hanoi is about 45.5 hectares; in Tu Son city, Bac Ninh province is about 2 hectares).

Bac Hong Station is an intermediate station with the function of receiving and sending passenger and freight trains through the station; the total area is about 92.8 hectares, of which the station area is about 10 hectares, the rest is reserved land for developing logistics facilities and railway industry.

The Southern train station is planned at Ngoc Hoi station complex, including the functions of organizing the reception and departure of passengers on national railways, high-speed railways and urban railways, organizing the loading and unloading of goods, receiving and sending passenger and freight trains, and technical operations of locomotives and wagons.

The total area is about 251 hectares, the boundary includes the detailed planning area of ​​the 1/500 scale Ngoc Hoi station which has been approved and expanded to the West to Dai Ang Street, Thanh Tri District.

Eastern train station: Eastern terminal station planned at Lac Dao in Hung Yen province.

For existing railway lines including: Hanoi - Ho Chi Minh City; Hanoi - Hai Phong; Hanoi - Dong Dang; Hanoi - Lao Cai; Hanoi - Thai Nguyen, the current route is basically maintained, in which the Hanoi - Dong Dang route is upgraded to a double track, 1435mm gauge, the remaining routes are single tracks, 1000mm and 1435mm gauge.

Newly constructed Western Belt Railway: starting point connecting rails on Hanoi - Lao Cai railway, ending point at Ngoc Hoi station, route along Belt Road 4, length about 50km.

There are 3 stations on the route: Phung station located in Tan Hoi commune, Dan Phuong district, with an area of ​​about 9.5 hectares; Tay Ha Noi station located in An Thuong commune, Hoai Duc district, with an area of ​​about 14.2 hectares (built on high ground); Ha Dong station located in Bich Hoa and Cu Khe communes, Thanh Oai district, with an area of ​​about 4 hectares.

The newly built Eastern Belt Railway: starting point at Ngoc Hoi station, ending point at Thach Loi, the Ngoc Hoi - Lac Dao section goes along the 4th belt, the Lac Dao - Bac Hong - Thach Loi section goes along the 3rd belt of the North Red River.

The length of the route is about 65km. In Hanoi, there are 6 stations including: Ngoc Hoi; Trung Mau located in Phu Dong, Ninh Hiep, Trung Mau communes, Gia Lam district, with an area of ​​about 5.2ha; Yen Thuong, Gia Lam district, with an area of ​​about 47.5ha; Co Loa, with an area of ​​about 3.5ha; Dong Anh located in Uy No commune, Dong Anh district, with an area of ​​about 4.3ha; Bac Hong station (intermediate station and land reserve for railway industrial infrastructure development) located in Bac Hong commune, Dong Anh district, with an area of ​​about 92.8ha; Thach Loi station located in Chi Dong town, Me Linh district, with an area of ​​about 4.3ha.
