Unemployed workers in Ho Chi Minh City increased by 11%

VnExpressVnExpress04/11/2023

Over the past 10 months, more than 142,700 unemployed workers in Ho Chi Minh City have applied for unemployment benefits, an 11% increase compared to the same period last year, equivalent to more than 14,000 people.

This information was provided by Ms. Nguyen Van Hanh Thuc, Director of the Ho Chi Minh City Employment Service Center, on November 4th. In October alone, more than 14,200 unemployed people applied for unemployment benefits, a 17% increase compared to the previous month.

The Ho Chi Minh City Department of Labor, War Invalids and Social Affairs has issued 140,645 decisions granting unemployment benefits to workers for a period of 3-12 months. The highest monthly benefit received by workers was 23.4 million VND, the lowest was nearly 1.3 million VND, and the average was 5.5 million VND. The average duration of unemployment benefit payments was 6 months.

According to Ms. Thuc, the number of unemployed people has increased because some businesses in the city have cut staff due to difficulties with orders, reduced production, or employees leaving to switch to other jobs.

Recently, at a meeting reviewing the socio -economic situation over the past 10 months and forecasting the year-end situation, Ms. Le Thi Huynh Mai, Director of the Department of Planning and Investment of Ho Chi Minh City, predicted that the number of job cuts in the city will continue to increase in the fourth quarter. This will put pressure on the social security system and the city's ability to achieve its economic targets.

The reasons are the complex and unpredictable economic situation and global conflicts that have impacted Ho Chi Minh City. The monetary, financial, and real estate markets continue to face many risks.

According to a report from the Ho Chi Minh City Statistics Department, the employment index in manufacturing enterprises in October increased by 0.5% compared to the previous month but decreased by 3.2% compared to the same period last year. This sector also had the highest number of job losses, with nearly 49,700 people, accounting for 35.33% of the total number of people receiving unemployment benefits.

Overall, for the first 10 months, the labor index decreased by 2.5% compared to the same period last year. This decrease was concentrated in the leather and related products manufacturing sector (down 17%), the production of other metal mineral products (down 12%), and the drainage and wastewater treatment sector (down 10%).

Regarding the educational background of the unemployed workforce, data from the Ho Chi Minh City Employment Service Center shows that among those applying for unemployment benefits, unskilled laborers without degrees or certificates account for 52%, while those with university degrees or higher account for 36%, and the remainder belong to the group with vocational certificates from elementary to intermediate level.

In terms of age, among female workers, 16% were over 40 years old when they lost their jobs, compared to 14% for men. The 25-40 age group accounted for the majority, with 36% for women and 26% for men.

To connect unemployed workers with businesses in need of recruitment, the Employment Service Center has conducted 132 online and in-person job fairs since the beginning of the year. In the fourth quarter alone, according to a survey by the Ho Chi Minh City Center for Human Resource Demand Forecasting and Labor Market Information, businesses need approximately 75,000 people to meet production and business needs during the year-end period and in preparation for the New Year.
