In the past 10 months, over 142,700 unemployed workers in Ho Chi Minh City wanted to receive benefits, an increase of 11% over the same period, equivalent to more than 14,000 people.
The information was announced by Ms. Nguyen Van Hanh Thuc, Director of the Ho Chi Minh City Employment Service Center, on November 4. In October alone, more than 14,200 people who lost their jobs applied for benefits, an increase of 17% compared to the previous month.
The Ho Chi Minh City Department of Labor, War Invalids and Social Affairs has issued 140,645 decisions on unemployment benefits for workers with a period of 3-12 months. The highest benefit that workers receive each month is 23.4 million VND, the lowest is nearly 1.3 million VND and the average is 5.5 million VND. The average benefit period for workers is 6 months.
According to Ms. Thuc, the number of unemployed people increased because some businesses in the city cut staff due to difficulties with orders, reduced production or workers quit to switch to other jobs.
Recently, at the socio-economic meeting of the past 10 months and forecast of the year-end situation, Ms. Le Thi Huynh Mai, Director of the Department of Planning and Investment of Ho Chi Minh City, forecasted that the situation of labor cuts in the area will continue to increase in the fourth quarter. This will put pressure on the social security system and ensure the completion of the city's economic targets.
The reason is that the economic situation and the world's conflicts are complicated and unpredictable, which have had impacts on Ho Chi Minh City. The currency, financial and real estate markets continue to have many risks.
A report by the Ho Chi Minh City Statistics Office shows that the labor index in enterprises in the processing and manufacturing industry in October increased by 0.5% compared to the previous month but decreased by 3.2% compared to the same period last year. This is also the industry with the highest number of unemployed workers, with nearly 49,700 people, accounting for 35.33% of the total number of people receiving benefits.
In the first 10 months, the labor index decreased by 2.5% compared to the same period last year. The decrease was concentrated in leather and related products manufacturing with a decrease of 17%; production of other mineral and metal products decreased by 12%; drainage and wastewater treatment decreased by 10%.

Regarding the level of unemployed workers, data from the Ho Chi Minh City Employment Service Center shows that among those applying for unemployment benefits, unskilled workers without certificates account for 52%, this rate is 36% for those with university degrees or higher, and the rest are in the group with vocational certificates from elementary to intermediate level.
In terms of age, in the female labor group, 16% of unemployed people are over 40 years old, this rate is 14% in men. The age group of 25-40 accounts for the majority, the rate is 36% in women and 26% in men.
To connect unemployed workers with businesses in need of recruitment, since the beginning of the year, the Employment Service Center has conducted 132 online and direct job exchanges. In the fourth quarter alone, according to the survey results of the Center for Human Resource Demand Forecasting and Labor Market Information of Ho Chi Minh City, businesses need about 75,000 people to serve production and business needs at the end of the year and to prepare for the New Year.
