Lao Cai strives for some localities to meet civilized urban criteria

Accordingly, the Chairman of the Provincial People's Committee requested departments, branches and localities to continue to promote propaganda work to raise awareness and thoroughly grasp Directive No. 40-CT/TU dated July 24, 2023 of the Lao Cai Provincial Party Committee and Plan No. 393/KH-UBND dated October 19, 2023 of the Lao Cai Provincial People's Committee; determining that implementing Directive No. 40-CT/TU is a task that must be carried out regularly, continuously and annually; as a basis for urban administrative units to strive, register for consideration and recognition of civilized urban areas according to Decision No. 04/QD-TTg of the Prime Minister.

The Department of Construction continues to preside over and urge localities and relevant agencies to advise the Provincial People's Committee to issue a plan to implement Directive No. 40-CT/TU dated July 24, 2023 of the Provincial Party Committee in 2025 (including research and proposal to organize a launching ceremony in February 2025 to launch the implementation of the year of urban civilization and traffic safety and order).

The Department of Culture and Sports shall preside over and guide departments, branches and localities in issuing guidelines, registering, reviewing and recognizing civilized urban areas. Strive for Lao Cai city and Sa Pa town to meet civilized urban criteria by 2025; by 2030 each district will have one urban area meeting civilized urban criteria according to the goals set out in Directive No. 40-CT/TU.

Localities directing the preparation of detailed construction plans must arrange land for parking lots and public spaces; strengthen management of construction order according to the planning and granted construction permits.

 

Some specific goals in Plan No. 393/KH-UBND dated October 19, 2023 of Lao Cai Provincial People's Committee include:

The number of urban areas with approved master plans, zoning plans and urban development programs by 2025 will reach 100%, of which the coverage rate of detailed construction planning on construction land area will reach 60% by 2025 and 100% by 2030.

The rate of civilized streets in urban areas by 2025 will reach at least 40%; by 2030, it will reach at least 60%.

The rate of main streets (road width ≥7.5m) with sidewalks, trees, and lighting reaches 90%.

The rate of main streets (road width ≥7.5m) ensuring aesthetics, no encroachment on sidewalks, roads, or violations of traffic safety and order reaches 100%.

Parking area on the scale of the entire urban population reaches a minimum of ^2.5m2 /person.

The rate of households classifying waste at source, collected and treated in Lao Cai city and Sa Pa town is over 90%; other areas are over 80%.

The rate of households practicing civilized lifestyles in weddings, funerals, festivals and civilized urban lifestyles according to central and local regulations and conventions and covenants of residential groups reaches over 90%.

Over 80% of residential groups will be recognized and maintain the title of "Cultural Residential Area" until 2025. By 2030, over 85% will be achieved and 100% of urban areas will have 3 cultural institutions including: cultural house, library, stadium.
