Lao Cai: additional 30% support for health insurance premiums for nearly 60,000 near-poor people

At the 10th session, the People's Council of Lao Cai province, term XV, issued Resolution No. 09/2019/NQ-HDND dated July 10, 2019, regulating the level of health insurance support for people in near-poor households in Lao Cai province.

Accordingly, an additional 30% of the health insurance premium will be supported (in addition to the 70% of the health insurance premium supported by the state budget as prescribed in Point b, Clause 1, Article 8 of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance) for people in near-poor families according to the Prime Minister's near-poor criteria.

After 5 years of implementation, Resolution No. 09/2019/NQ-HDND has supported 59,788 near-poor people to benefit from the policy, accounting for 2.45% of the total number of participants, and contributing to 2.36% of the total 96.36% health insurance coverage rate in 2023.

The total cost of implementing the policy from 2019 to the end of 2023 is 14,502 million VND. The estimated cost for implementation by the end of 2024 is 19,315 million VND.

Resolution 09/2019/NQ-HDND has created favorable conditions for near-poor households in the province to feel secure about health care costs, strive to escape poverty, contribute to maintaining and increasing the health insurance coverage rate in the area, towards the goal of universal health insurance.
