Lao Cai: Promoting activities in response to the Month of promoting the implementation of universal social insurance

Based on Resolution No. 28-NQ/TW, Decision No. 1676/QD-TTg of the Prime Minister approving the Project on comprehensive innovation of content, form and method of social insurance propaganda, in which May of each year is chosen as "Month of promoting the implementation of universal social insurance".

In May, the provincial Social Insurance focused on directing the implementation of information, communication, and dissemination of social insurance and health insurance policies and laws to the people in a practical, effective, focused, and key manner, associated with the development of participants; flexibly applying the propaganda model in small groups, innovating the propaganda of social insurance and health insurance policies in combination with visual propaganda; launching high-point campaigns, direct dialogues, and propaganda through social networking sites such as Facebook, Zalo, etc. to respond to the Month of mobilizing the implementation of social insurance for all people.

The first step is a series of visual communication activities with banners and slogans carrying messages about social insurance policies hung on main roads and streets of districts, towns and cities.

In order to improve the quality of propaganda work, the provincial Social Insurance has coordinated with the provincial Cultural and Cinema Center to focus on the grassroots level, integrating propaganda on the law on participation in social insurance and health insurance into the art performance program. The skit "For the happiness of each person, each family" was elaborately and delicately staged, with attractive content, conveying concise and easy-to-understand information about social insurance and health insurance policies in a simple and familiar way. Along with that, the provincial Social Insurance has arranged resources to mobilize and collect direct payments, prepare conditions, equipment, and facilities to print and return social insurance books and health insurance cards immediately to participants at the art performance programs.

Previously, Ms. Luc Thi Huyen (born in 1997), residing in Ho Phai village, Lang Giang commune (Van Ban district) was supported by the State to buy a health insurance card. After that, Ms. Huyen went to work at VMAS Vietnam Digital Technology Joint Stock Company and quit her job to work freelance from 2021. Up to now, she has not participated in health insurance. When she came to watch the program, she was consulted and encouraged by the Social Insurance officer, so she proactively participated in health insurance according to Decree No. 75/2023/ND-CP. Ms. Huyen shared: I and the people in the commune are very happy and excited because not only can I watch the performance but also can buy and pay for health insurance cards right away, without having to waste time going to the People's Committee of the commune to register.

"Due to difficult family circumstances, I have not had the conditions to buy health insurance and have not spent time learning about the benefits of participating in health insurance. After being informed, I have a clear understanding so I feel secure in buying a health insurance card. If I have the conditions, I will participate in voluntary social insurance so that I can have a pension when I am old," Ms. Huyen added.

To increase the rate and sustainably maintain the number of participants in social insurance and health insurance, the provincial Social Insurance launched a campaign of "7 peak days of small-group propaganda". The campaign took place from May 13 to 19, 2024, accordingly, social insurance officers and collection service organizations directly went to small groups to propagate in residential areas, villages, hamlets, residential groups, commercial locations, crowded places... to mobilize people to participate in social insurance and health insurance; guide the installation of the VssID application - Social Insurance number; mobilize and encourage people to receive pensions and social insurance benefits through non-cash payment methods. At the end of the campaign, the whole province developed 262 new voluntary social insurance participants, 1,837 people participated in health insurance; 519 people were instructed to install the VssID application - Social Insurance number; mobilized 101 people to receive pensions and social insurance benefits through non-cash payment methods.

With the desire to diversify communication channels for social insurance and health insurance to employees and people, the provincial Social Insurance organized a livestream to promote social insurance policies on the Facebook fanpage. The livestream program attracted more than 18,600 plays and nearly 2,000 interactions.

At the 2024 Job Fair - Career Counseling, the Provincial Social Insurance coordinated with the Labor Federation to organize a booth to promote and directly consult on social insurance, health insurance, and Trade Union Law policies. The booth attracted 68 people, students, and workers to visit and consult on policies.

With the same theme of expanding the coverage of social insurance and health insurance participants, the provincial Social Insurance coordinated with the provincial Post Office to attend the Launching Ceremony of Developing Voluntary Social Insurance and Health Insurance Participants organized by Vietnam Post Corporation. The Golden Week launched from May 25 to 31, 2024, on the first day of the launch, the whole province developed 136 people to participate in social insurance and health insurance.

At the same time, direct the Social Insurance of districts and towns to organize conferences to disseminate, consult, and discuss social insurance and health insurance policies for people in remote and mountainous communes; integrate propaganda through the role of associations and unions. Through associations and unions, social insurance and health insurance policies continue to be spread, becoming increasingly closer and more practical, creating peace of mind and positive trust for participants.

Communication plays an important role, is the "key" to bringing policies into life, developing and expanding the number of people participating in the social security net, therefore, the provincial Social Security deploys a variety of propaganda forms on radio, television, newspapers, local radio stations, electronic information pages and social networking sites of the provincial Social Security. With the view of proactively reaching out to the people, bringing social insurance and health insurance policies closer to the people, the propaganda content is presented in a close, practical, easy-to-understand, easy-to-remember way so that people can grasp the information and improve their understanding and awareness of social insurance and health insurance policies.

In the coming time, the provincial Social Insurance will continue to closely follow, be proactive, flexible, creative, and communicate appropriately to each group of participants and the actual needs of the locality; strengthen close coordination with relevant departments, branches, and sectors, local press and radio agencies to promote communication activities, thereby creating a widespread influence for people to proactively participate.
