According to the representative of Lao Cai Department of Industry and Trade, industrial promotion work has been supporting rural industrial establishments and enterprises in the province to develop production and business, increase revenue and profit and create more jobs for local workers. The industrial promotion program in this phase has also basically ensured the planned goals.
However, like some other mountainous localities, Lao Cai still has some unfulfilled contents and encounters difficulties in the process of implementing the contents of industrial promotion activities.

Accordingly, the national industrial promotion budget support level is still low; local industrial promotion has not yet had a national consensus on the unit in charge of organizing, managing and implementing local industrial promotion activities. There is no unified software to build a database on industrial promotion, rural industrial establishments, and commodity products.
On the other hand, Lao Cai has regulations on decentralization of provincial and district budgets for industrial promotion work. The provincial budget is for organizing general industrial promotion activities of the province; the district budget supports industrial promotion activities directly for rural industrial establishments at the district level. Currently, most districts in the province have not balanced the budget to arrange and implement disbursement to support the district-level industrial promotion project according to the plan assigned by the province.
The number of rural industrial production establishments in the province that meet the requirements of receiving national industrial promotion funds is very small, because the production scale is not large enough, the investment level is not high enough, and it is not strong enough to mass produce products to become commodities.
Some investment support contents still face difficulties, because establishments often proactively borrow investment capital in advance to ensure production, instead of waiting for the time of support disbursement (industrial promotion projects are registered in the previous year and implemented the following year), so they are stuck with the regulations on invoices and documents in the fiscal year.
The above-mentioned difficulties and shortcomings not only affect the effectiveness of industrial promotion work, but also affect the goals and progress of the implementation of the 5-year industrial promotion program. To overcome these difficulties, representatives of the Lao Cai Department of Industry and Trade have identified a number of solutions.
Accordingly, Lao Cai Department of Industry and Trade will proactively consult and review to advise the Provincial People's Committee to issue policies and mechanisms to promote the development of the Industry and Trade sector. Coordinate with the Department of Industry and Trade of the provinces in the region to focus on supporting the development of group industrial promotion projects, pilot projects, value chain linkage projects, and industrial cluster development linkage projects.
Closely combining industrial promotion with trade promotion, market search and product output through domestic and foreign fair programs, is a bridge for businesses to come together, creating conditions for promoting and developing product brands.
To support localities in implementing the above solutions well, the leaders of Lao Cai Department of Industry and Trade proposed that the Ministry of Industry and Trade advise on amending and supplementing Decree No. 45/2012/ND-CP on industrial promotion to make it more suitable for the current period, such as increasing the support level as a lever for production development, and adding new contents suitable for current reality.
Issue specific and unified regulations nationwide on the use of industrial promotion funds; procedures for management, use, and implementation of industrial promotion policies from the central to local levels; build databases, digital transformation; units in charge of organizing the implementation of industrial promotion policies; functions, tasks, organization of apparatus, and network of industrial promotion activities to communes, wards, and towns; procedures, records, and procedures for registration and enjoyment of industrial promotion policies;….
Decree 68/2017/ND-CP of the Government on the management and development of industrial clusters stipulates that the Provincial People's Committee balances local budget sources to support investment and development of technical infrastructure systems inside and outside industrial clusters in the area, but there are no specific instructions on this content. In addition, the development of policies to support the development of industrial clusters in localities is also prone to overlap in support content with industrial promotion policies. It is recommended that the Ministry of Industry and Trade advise the Government on amendments related to support for industrial clusters with a connection to ensure synchronization between the two policies.
Through the Industrial Promotion Program for the period 2021-2025, Lao Cai strives to achieve a handicraft production value of over VND 5,310 billion; create new jobs for over 3,000 workers; increase the scale of handicraft production establishments from VND 1.27 billion to over VND 2 billion/establishment; complete the management process and enhance the capacity to organize and implement industrial promotion activities. |
