Lao Cai issues plan to implement the Law on Geology and Minerals

Law on Geology and Minerals No. 54/2024/QH15 was passed by the 8th session of the 15th National Assembly on November 29, 2024, effective from July 1, 2025 (Point d, Clause 1, Article 6, Article 72, Article 73, Article 74, Clause 1, Article 109 and Point b, Clause 2, Article 111 of the Law on Geology and Minerals effective from January 15, 2025).

In order to implement the Law on Geology and Minerals promptly and effectively, the People's Committee of Lao Cai province issued an implementation plan in the province, with the aim of raising awareness of the community, households, organizations and individuals in areas with geological and mineral resources; the responsibility of local authorities at all levels and sectors in managing, rationally using and protecting geological and mineral resources according to the provisions of the Law on Geology and Minerals. In particular, it specifies the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in organizing the implementation of the plan to implement the Law on Geology and Minerals issued by the Prime Minister, ensuring consistency, unity and effectiveness.

The requirements are to ensure unified direction in state management of geology and minerals; close, regular and effective coordination between relevant agencies and organizations in implementing the Law on Geology and Minerals. The content of the work must be linked to the specific responsibilities of the presiding agency and unit with the coordinating agency and unit; promote the proactive and active role of state management agencies of geology and minerals to ensure the quality and progress of completing tasks on geology and mineral management.

At the same time, determine a specific implementation roadmap to ensure that from July 1, 2025, the Law on Geology and Minerals and documents detailing a number of articles and documents guiding the implementation of the Law are implemented synchronously and uniformly in the province...

In addition, strengthen propaganda, dissemination and training on the implementation of the Law on Geology and Minerals; organize training on the Law on Geology and Minerals and other relevant regulations...

Review and advise the Provincial People's Committee to amend, supplement, replace, and abolish legal documents on minerals under its authority, ensuring compliance with the provisions of the Law on Geology and Minerals and other relevant legal documents; continue to advise on the promulgation of coordination regulations between localities or between localities and ministries and branches in state management of minerals.

Departments, branches, agencies, units, localities (Department of Agriculture and Environment, Department of Industry and Trade, Department of Science and Technology, Department of Construction, Department of Finance, People's Committees of districts, towns, cities) and related agencies, based on their functions, tasks, and powers, organize and implement to ensure effectiveness, practicality, and avoid formality and waste.
