Provincial People's Committee leaders received and worked with the delegation of the Ministry of Finance and Prices of Cuba

On the afternoon of August 2, Comrade Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, together with leaders of the Departments of Finance, Tourism, and the Provincial People's Committee Office, had a meeting and worked with the delegation of the Ministry of Finance and Prices of Cuba led by Deputy Minister Lourdes del Rosario Rodriguez Ruiz.

The delegation included the Commercial Counselor of the Embassy of the Republic of Cuba in Vietnam and leaders of the Department of International Cooperation, Ministry of Finance.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Song Tung expressed his joy to welcome the delegation of the Cuban Ministry of Finance and Prices to visit and exchange experiences with the province in the field of local budget management. He introduced to the delegation some main features of the socio-economic development and history of Ninh Binh province.

He said: Ninh Binh province has a strategic and important position in terms of politics, economy and security of Vietnam. Ninh Binh province has been consistently and effectively implementing the "Green and Sustainable" economic development orientation, taking the preservation and promotion of the value of cultural and historical heritage and the fine traditions of the people of the ancient capital as resources and driving forces for development; prioritizing the development of clean, environmentally friendly industry; organic and circular agricultural production; promoting service development, especially developing tourism to become a spearhead economic sector.

After the COVID-19 pandemic, Ninh Binh province and localities across the country have made efforts to recover and develop the socio-economy. Up to now, the scale of the province's economy has continuously expanded. By the end of 2022, the province's GRDP reached nearly 3.5 billion USD with the economic structure shifting positively towards industry and services; the province's budget revenue has grown strongly. Since 2022, Ninh Binh province has balanced its budget, with a total budget revenue of over 24,300 billion VND, ranking 15th out of 63 provinces and cities in Vietnam; Culture and society have received comprehensive development attention; Social security work has been focused on.

At the meeting, Cuban Deputy Minister of Finance and Prices Lourdes del Rosario Rodriguez Ruiz expressed her joy to visit and work in Ninh Binh province and thanked the warm welcome of Ninh Binh province's leaders.

The Deputy Minister of Finance and Prices of Cuba clearly stated the purpose of the working trip: To implement the action plan within the framework of the Memorandum of Understanding on cooperation between the Ministry of Finance of Vietnam and the Ministry of Finance and Prices of Cuba, the working delegation today wishes to have a professional discussion with relevant agencies of Ninh Binh province to exchange and share experiences in the field of local budget management, focusing on the issue of state budget management and operation, public debt management and operations of state financial agencies.

At the meeting, Vice Chairman of the Provincial People's Committee Tran Song Tung and Director of the Department of Finance discussed with the delegation about the management, organization and operation of the apparatus in the field of local budget finance; the implementation of regulations on decentralization of revenue sources, expenditure tasks, the implementation of annual state budget allocation and management, and local budget settlement work...

On behalf of the leaders of Ninh Binh Provincial People's Committee, Vice Chairman of the Provincial People's Committee Tran Song Tung once again thanked Deputy Minister Lourdes del Rosario Rodriguez Ruiz, Ministry of Finance and Prices of Cuba for visiting and working with the province. He hoped that the results of the exchange at today's meeting would not only bring valuable experiences in local financial management to both sides, but would also contribute to strengthening the special traditional friendship between the two Parties, States and People of Vietnam and Cuba in general and between Ninh Binh province and Cuban localities in particular.
