On the morning of August 18, at the headquarters of the Provincial People's Committee, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had a working session with the Finnish Wartsila Group on the proposal to build the ICE Flexible Power Plant Project with a capacity of 300 MW in Ninh Binh .
Also attending the meeting were comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of relevant departments, branches and localities.
At the meeting, Mr. Frederic Carron, Vice President of Wartsila Group, thanked the leaders of Ninh Binh province for taking the time to receive and work with the delegation. Introducing the Group, Mr. Frederic Carron said: Wartsila is a leading Finnish Group specializing in providing carbon emission reduction solutions for the maritime and energy sectors. Wartsila has built more than 5,000 power plants with 12,000 ICE units with a total capacity of 76,000 MW in 180 countries around the world .
Wartsila's ICE engine power plants are modular in design and can be built quickly (in just 12-15 months), helping to meet the growing energy demand efficiently. They are also highly flexible, being able to connect to the grid in less than 30 seconds from start-up and reaching full load in less than 2 minutes. The ICE engine power plant has an automatic emission monitoring system, a water-free circulating cooling system, and meets international and Vietnamese emission standards.
Mr. Frederic Carron, Vice President of Wartsila Group proposed to study and build a 300 MW Flexible Power Plant Project with 17 ICE units in Ninh Binh. The total investment of the project is about 5,600 billion VND.
On behalf of the provincial leaders, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee thanked and welcomed investors of the Finnish Wartsila Group to explore investment opportunities in Ninh Binh, especially in the energy sector - an essential sector for socio -economic development.
The Chairman of the People's Committee emphasized: Ninh Binh is oriented towards green and sustainable development, based on history, culture and nature. One of the province's biggest concerns is environmental protection. In the Ninh Binh Urban Master Plan, the current Ninh Binh Thermal Power Plant will soon have to stop operating and close down. Therefore, the province welcomes the Group's cooperation with Ninh Binh Thermal Power Plant to research and find alternative solutions to ensure energy security for the country as well as the region. However, the location of the plant needs to be carefully calculated to ensure reasonableness and harmony of interests.
The Chairman of the Provincial People's Committee requested the Group to provide more information about the Project, especially environmental protection solutions along with the construction and operation of the plant; development direction, long-term sustainable energy supply... After obtaining full information, the competent authorities of the province will discuss, decide, and promptly inform the Investor about the approval or disapproval of the Project. The Chairman of the Provincial People's Committee also hopes that the Group and Finnish investors will continue to come to explore investment opportunities in Ninh Binh. Ninh Binh is ready to introduce and share for the opportunity to cooperate and develop together.
