Provincial People's Committee leaders work with World Bank delegation

(binhdinh.gov.vn) - On the afternoon of April 10, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang worked with the World Bank (WB) delegation, led by Ms. Mariam J. Sherman - Country Director for Vietnam, Cambodia and Laos, East Asia and Pacific Region, on the Vietnam Coastal Cities Sustainable Environment Project - Quy Nhon City Subproject (CCSEP - Quy Nhon) and the Binh Dinh Integrated Adaptive Development Project (IRDP).

In an overview report on the above two projects, the Department of Finance said that the CCSEP - Quy Nhon Project has a total investment capital of 741.9 billion VND (equivalent to 33.2 million USD); of which, ODA capital is 683.5 billion VND and counterpart capital is 58.4 billion VND.

With the aim of ensuring the sustainability of environmental investment efficiency and enhancing institutional reform programs related to the sanitation sector in the participating cities, the project consists of 4 components: Component 1. Expanding sanitation infrastructure; Component 2. Improving urban connectivity; Component 3. Compensation and site clearance; Component 4. Supporting the implementation and reform of public service institutions.

The project has been implemented in Quy Nhon city since 2017 and was completed on June 30, 2024; contributing to significantly improving environmental sanitation and living conditions of the city's residents. 113,273 people have directly benefited from the project (113,273/80,000, reaching 142%); 57,429 beneficiaries are women (57,429/39,000, reaching 133%); 94,552 people have access to sanitation through household wastewater connections to the sewer network (94,552/80,000, reaching 118%). The recovery rate of drainage and wastewater service costs reached 100%.

Meanwhile, the IRDP Project with a loan from the World Bank was approved by the Prime Minister in Decision 2265/QD-TTg dated December 31, 2021 and was allocated a medium-term public investment plan using the Central Budget in Decision 1012/QD-TTg dated August 29, 2022. The project has a total investment capital of VND 2,660 billion (equivalent to USD 115.15 million), of which the World Bank loan is VND 1,580 billion and counterpart capital is VND 1,080 billion.

The project will be implemented from 2022 - 2031, with 2 components: Component 1. Route from National Highway 19C connecting Quy Nhon Port, length of about 6.35km; Component 2. Construction of coastal route (DT.639), My Thanh - Lai Giang section, length of about 38.14km.

In particular, the Sub-project of Construction of Resettlement Areas, the component project of the Road from National Highway 19C connecting Quy Nhon Port was approved by the Provincial People's Committee for investment and construction with a total investment of VND 159,930 billion. Currently, the resettlement areas have completed 80% of the construction volume, the scope of the project has been cleared about 7.18/7.86 hectares. The Provincial Agricultural and Rural Development Project Management Board is coordinating with localities to clear the remaining 0.68 hectares to ensure 100% of the construction volume of the resettlement areas in the coming time.

At the meeting, the two sides discussed the positive impacts, management of the CCSEP Project; preparation and implementation of the IRDP Project after the merger of Binh Dinh province with another province.

Speaking at the meeting, Ms. Mariam J. Sherman congratulated Binh Dinh province on completing the CCSEP Project and achieving all the goals set by the project.

Ms. Mariam J. Sherman highly appreciated the close direction of the leaders of Binh Dinh province during the implementation of the CCSEP project, as well as the province's capacity to effectively manage and operate the construction items of the CCSEP - Quy Nhon project after the project was completed.

Ms. Mariam J. Sherman thanked Binh Dinh province for its close cooperation with the WB in the past time; at the same time, she said that she will coordinate and work with the province to promptly remove difficulties and obstacles in the preparation and implementation of the IRDP project in the coming time.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang thanked the WB for funding Binh Dinh province to implement many important projects, including the CCSEP - Quy Nhon and IRDP projects.

In the coming time, Comrade Nguyen Tu Cong Hoang hopes that Ms. Mariam J. Sherman will pay attention and support Binh Dinh province to successfully implement the IRDP Project. Thereby, increasing access to adaptive infrastructure services and improving the capacity for planning and managing adaptive development to natural disaster risks in Binh Dinh province.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang pledged to promptly resolve any difficulties in the implementation of the IRDP Project; at the same time, ensure the progress of public investment disbursement while ensuring the quality of works and projects, and prevent negativity, loss and waste./.
