- On April 10, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of Inspection Team No. 1 of the Provincial People's Committee inspected the implementation of the socio -economic development plan, state budget estimates, implementation of the economic growth scenario for 2025 and national target programs in Lang Son city.
According to the report, implementing the decision of the Provincial People's Committee on assigning socio-economic development plan targets for 2025, the People's Committee of Lang Son city has assigned 17 socio-economic development targets and budget estimates to units for implementation; adjusted the economic growth target for 2025, striving for a growth rate of some key economic sectors of 10-11%.
As a result, in the first quarter of 2025, the city attracted more than 1.54 million tourists (up 19.4% over the same period), tourism revenue is estimated at more than 1.84 trillion VND, up 79.1% over the same period last year; budget revenue is 144 billion VND, reaching 37% of the estimate assigned by the province; disbursement of public investment capital reached 12.75% of the assigned capital plan.
Site clearance, urban order management, and new rural construction were carried out by agencies and units according to plan; cultural and social security fields were promptly implemented; security and national defense were ensured.
At the meeting, leaders of departments and branches requested the City People's Committee to review the assignment of planning targets and allocation of public investment capital to units; speed up land inventory; promptly disburse public investment capital; proactively prepare plans to arrange and merge wards and communes; focus on implementing administrative procedure settlement; review planning projects related to the arrangement of administrative units.
Regarding the fields of culture, society, and vocational training, representatives of departments and branches proposed that the City People's Committee promote tourism development; pay attention to vocational training, focus on building facilities for education and training; do a good job of environmental sanitation...
Speaking at the conclusion of the inspection, the Chairman of the Provincial People's Committee acknowledged the work of developing documents to implement the city's socio-economic development plan to meet requirements; budget collection was higher than the same period last year, and tourism development had many improvements.
However, the implementation of the socio-economic development plan still has some shortcomings such as: approval and allocation of public investment capital are not guaranteed; site clearance for projects, listing of temporary and dilapidated houses, and slow issuance of land use right certificates.
Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee requested: The City People's Committee focuses on ensuring the progress and quality of assigned tasks, not allowing work to be interrupted, affecting people and businesses. At the same time, proactively research and develop plans to reorganize the apparatus, merge communes and wards in the area; focus on developing the private economy; focus on urban development.
At the same time, the City People's Committee pays special attention to the development of science and technology, digital transformation, innovation; focuses on removing obstacles in investment projects, site clearance. In addition, the Chairman of the Provincial People's Committee also requested the City People's Committee to focus on environmental sanitation, land management, construction, urban order; coordinate with the Provincial Police to effectively ensure security and order in the area.
Within the framework of the inspection program in Lang Son city, the Chairman of the Provincial People's Committee inspected the situation and gave specific instructions on the implementation of socio-economic development and new rural construction; and visited economic models in Quang Lac commune.
* On the same morning, comrade Duong Xuan Huyen, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of Working Group No. 2 inspected the implementation of the socio-economic development plan, state budget estimate for 2025; national target programs, socio-economic recovery and development program for 2025 in Van Lang district.
According to the report, immediately after the Provincial People's Committee assigned the socio-economic development plan targets and state budget estimates for 2025, the Van Lang District People's Committee issued decisions assigning plan targets and estimates to units and focused on leading and directing the synchronous implementation of the set plan targets.
As a result, in the first quarter of 2025, agricultural and forestry production in the district exceeded the same period last year; budget revenue was more than 41.8 billion VND, reaching 31.8% of the province's estimate. The district focused on reviewing and accelerating the implementation of national target programs and socio-economic recovery and development programs. Up to now, each commune in the district has achieved an average of 14.6 criteria.
Regarding the field of basic construction investment, the district has proactively allocated capital plans for project works; as of March 31, disbursement of public investment capital reached over 31.3 billion VND, equal to 42% of the capital plan assigned by the province.
The district pays attention to and directs the implementation of the cultural and social fields; national defense, security, and social order and safety are maintained.
For Tan Tac commune (a commune striving to meet new rural standards of Van Lang district by 2025), up to now, it has achieved 10/19 new rural criteria.
Discussing at the inspection session, representatives of departments and branches requested the district to clarify some contents related to the organization and implementation of the 2025 socio-economic development plan such as: results of site clearance work; management of public assets after administrative unit arrangement; work of granting land use right certificates for cultural houses in villages and neighborhoods; disbursement of capital for national target programs; progress of new rural construction...
The opinions of the working group members were received, explained and clarified by the leaders of Van Lang District People's Committee.
Concluding the inspection session, the Standing Vice Chairman of the Provincial People's Committee acknowledged the results of the implementation of socio-economic development goals and tasks, the implementation of national target programs, and socio-economic recovery and development programs of the district in the first 3 months of the year.
Regarding the tasks in the coming time, he requested the People's Committee of Van Lang district to continue to promptly and effectively implement Directive No. 39 dated October 15, 2024 of the Prime Minister on promoting the patriotic emulation movement to welcome the Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress; focus on reviewing tasks, goals and proposing solutions for effective implementation, especially key tasks; continue to increase state budget revenue; promote the strengths of tourism development in the area; effectively implement Resolution No. 95 dated September 20, 2022 of the Provincial Party Standing Committee on renovating production forests which are natural forests that are not capable of self-recovery to develop the forestry economy in the province, period 2022 - 2030; focus on accelerating site clearance for projects; synchronously implement solutions to improve the quality of education and health; preserve and promote the value of relics...
The Standing Vice Chairman of the Provincial People's Committee requested the district to pay attention to developing a specific plan and roadmap to implement the elimination of temporary and dilapidated houses; and to strengthen propaganda on policies, viewpoints, tasks, and solutions for implementing the arrangement of administrative units.
