On the morning of December 25, at the press conference on the socio-economic situation of Quang Nam province in 2023 and key tasks in 2024, the Provincial People's Committee shared the handling plan after a series of cadres and lecturers of Quang Nam Medical College stopped working collectively due to prolonged salary arrears.
Mr. Tran Anh Tuan, Vice Chairman of the People's Committee of Quang Nam province, said that it is necessary to resolve the school's problems; salary arrears must be paid and resolved, but any resolution must have a basis.
Mr. Tran Anh Tuan, Vice Chairman of Quang Nam Provincial People's Committee, responded to the issue of lecturers and staff collectively stopping work due to unpaid wages.
"There are many reasons for the school owing employees' salaries for 6 consecutive months. The Provincial People's Committee has also reported to the Provincial People's Committee Party Committee and continued to ask for the opinion of the Provincial Party Committee Standing Committee to temporarily postpone the deduction (budget debt - PV) of this school for 2 years 2024-2025," said Mr. Tuan.
The Provincial People's Committee has also just granted more than 1.2 billion VND to Quang Nam Medical College to temporarily pay salaries for the school's staff, lecturers and employees.
"The province is very concerned about this issue (wages owed to workers - PV), the Provincial People's Committee will resolve it. Because this school plays a very important role in training medical staff, it cannot stop operating, it must continue to exist. The province's goal is to build this school into a standard school in the region," Mr. Tuan affirmed.
The Vice Chairman of the People's Committee of Quang Nam province also said that the province continues to review and propose to supplement and revise Resolution 36/2021/NQ-HDND (regulations on decentralization of revenue sources, expenditure tasks and allocation norms for regular budget expenditure estimates at all levels under the local budget) in the direction that is most beneficial for the Medical College to solve immediate problems and shortcomings.
Along with that, the school is required to reorganize its apparatus and organization to be streamlined, suitable but capable of meeting the school's development in the coming time.
Quang Nam Provincial Medical College
As reported by Thanh Nien Newspaper, on December 14, 17 officers and lecturers of Quang Nam Medical College sent a notice of collective resignation to the school's leadership.
Accordingly, 17 staff and lecturers of the Nursing and Basic Health Departments said they would stop working from December 18 until the school resolved the salary and allowance regime. After that, after discussions at meetings, the leave period was extended to December 31.
According to the lecturers, the school has not paid salaries and allowances for 6 months, from July 2023 to present. The staff and lecturers still try to go to class because they do not want to affect the students' studies. However, due to the long period of unpaid salaries, the lives of many staff and lecturers have fallen into a very difficult situation and they cannot continue working.
As of now, Quang Nam Medical College owes 114 employees 6 months of salary, totaling more than 5.7 billion VND. In addition, this unit has been late in paying insurance for many months.
Recently, the People's Committee of Quang Nam province decided to grant more than 1.2 billion VND for the Medical College to temporarily pay salaries to staff, lecturers and employees.
This amount is taken from the unallocated training career source in the 2023 provincial budget estimate to train Lao students in 2022.
Mr. Huynh Tan Tuan, Principal of Quang Nam Medical College, said that the more than 1.2 billion VND allocated by the provincial People's Committee will be used by the school to pay salaries for its lecturers, first paying one month's salary, and the rest will be used for insurance. The school will continue to wait for support from the province, then pay the remaining salary owed to the employees.
According to Mr. Tuan, the reason why the school has been owing salaries for a long time is because since 2017, the enrollment work has encountered difficulties and has not met the target assigned by the Provincial People's Committee. This year, the school has basically met the target assigned by the province (the target of 200 students, but 195 students were enrolled).
Notably, this year the school was granted 8.6 billion VND by the Provincial People's Committee, but 3.8 billion VND was deducted due to budget debt from previous years (due to not meeting targets), so the remaining amount is not enough to cover salary expenses.
Another reason is that currently the whole school has about 500 students, but 5/6 majors are classified as hazardous and therefore receive a 70% reduction in tuition; not to mention that Lao students studying at the school are also exempt from tuition.
