“Youth is the most important factor in the construction and shaping of Hue city under the central government to be worthy of its stature, imbued with cultural identity and heritage.”
That was the affirmation of Mr. Nguyen Van Phuong, Chairman of Thua Thien Hue Provincial People's Committee, when talking about the position and role of the young generation and youth union members in the construction of Hue city under the central government.
Dialogue with young people, no script
Opening the dialogue, Mr. Nguyen Van Phuong, Chairman of the People's Committee of Thua Thien Hue province, said: "I know that this dialogue has been scripted with questions in advance. However, I want this to be a frank conversation and exchange, without a script. Young people, please ask questions, we will answer to the best of our ability."
With the opening words of the provincial chairman, the young people present at the dialogue boldly asked questions to the provincial leaders.
Mr. Do Nguyen Nhat Truong (member of Phuoc Vinh ward, Hue city) asked that Hue is one of the localities that has implemented the "Smart City" application quite well with the Hue-S software platform and has received positive responses from the people.
However, after 5 years of implementation, many people in rural areas still cannot access this application, due to limitations in smartphone use.
“After 5 years of implementing the “Smart City” application, what is the most impressive thing for you and how can everyone use the utilities that the software brings?”, Mr. Truong asked the provincial chairman.
“Have you ever used Hue-S software and what is your impression? What do you expect more from this application?”, Mr. Phuong answered with a question for the young union member.
“The best part of this application is the part that reflects the scene and updates information about floods and natural disasters. From here, I and the people can grasp the weather conditions, reflect traffic violations, administrative violations… in life.
However, the software still lacks a lot of information about the Green Sunday movement, cleaning up the Huong River... It would be great if the software updated this information in the future," Mr. Truong replied.
“That is also what the provincial leaders are looking forward to and will invest in and perfect this application in the near future. The province will also try to maximize its resources to popularize smartphones to all people, helping people to use all online public services,” said Mr. Phuong.
Youth is the resource and asset of Hue city.
At the dialogue, more than 10 questions were raised by young people of Thua Thien Hue province for the provincial chairman and leaders of departments and branches.
Mr. Nguyen Van Quang, Secretary of Hue University Youth Union, asked that currently the dormitory supporting students of Hue University only has about 5,000 accommodations, while this number in Hanoi and Ho Chi Minh City is more than 10 times higher.

“Hue is about to become a centrally-governed city. So what policies will the province and city have in the future to support the accommodation and study of Hue University students? More broadly, what policies will be in place to attract talented people to Hue to contribute to and build their homeland?”, Mr. Quang asked.
Mr. Phuong said that the province has discussed with Hue University to have support policies and investment in construction to serve the study and training of students in Hue. Specifically, the province has a specific plan for the construction of a dormitory to serve students in An Cuu ward, Hue city under the planning of Hue University Village.
“However, up to now, no investor has the appropriate resources to build, manage and operate this residential area. The province and Hue University will continue to call for and seek investors to build this residential area,” said Mr. Phuong.

Mr. Phuong also said that in the future, the province and city will continue to research and develop projects to attract talent with many suitable incentives to invite and retain talented people to come to Hue to work and contribute.
“To accomplish what we are talking about, we need more than anything the efforts, cooperation and creativity of the youth generation of the whole province.
“Youth is an asset and a resource for Hue city to achieve its goals, worthy of being the 6th centrally-governed city of Vietnam,” Mr. Phuong affirmed.
